Gray, Commissioner MINUTES OF THE POLICE COMMISSION MEETING June 3, 2026, at 7:00 P.M. The Rochester Police Commission held their regular monthly meeting on Wednesday, June 3, 2026, at 7:00 P.M. in City Hall Council Chambers. Participants in this meeting: Comm. Stevens, Comm. Winship, Comm. Gray, Chief Boudreau, Dep. Chief Swanberry, Capt. Pinkham, and Sr. Executive Assistant Warburton. Chaplain Cilley was excused. The meeting was called to order at 7:00 P.M. A. All participated in the pledge of allegiance. B. Roll Call. The clerk called the roll marking Comm. Stevens, Comm. Winship and Comm. Gray present. 2. PUBLIC COMMENT – no one presented for public comment. 3. ACCEPTANCE OF MINUTES: A. May 6, 2026 Comm. Gray MOVED to accept the minutes of the May 6, 2026, meeting as submitted. Comm. Winship SECONDED the motion. The motion to accept the minutes as presented PASSED unanimously. 4. OLD AND UNFINISHED BUSINESS: A. There was no old or unfinished business for discussion. 5. NEW BUSINESS A. Accept Retirement – Sgt. Cory Krochmal. Comm. Gray MOVED to accept the retirement of Sgt. Krochmal. Comm. Winship SECONDED the motion. The motion PASSED unanimously. * Rochester Police Commission: 06/03/2026 B. Accept Resignation – Off. Nicholas Alexander Comm. Gray MOVED to accept the resignation of Officer Alexander. Comm. Winship SECONDED the motion. The motion PASSED unanimously. C. Monthly Reports. 1. Operations: Captain Pinkham noted that patrol activity has been consistent with prior months with no concerning trends. Some of the increases appear high in percentage but looking at the actual numbers, they are minor increases. For example, burglaries with a 100% increase, we went from one burglary to two. Our proactive activity is down simply due to staffing. Over in Support there were two call outs during this period. This is also consistent with prior months. We are still down one dispatch position. 2. Administrative. Dep. Chief Swanberry advised that we are coming up to the end of the fiscal year. We do expect a surplus at the end of FY26. The FY 27 budget is well underway at the Council level. We made one significant purchase this month for the LIDAR handheld radar units. Highlighting some of the training this period: Officer Costin attended “Cryptocurrency Investigations.” Officer Adams attended “Vehicle Processing.” Officer Brinkman attended the annual New England Crisis Negotiators Association Conference. Sgt. Smith and Sgt. Downs attended the FBI-LEEDA “Supervisor Leadership Institute.” Officer Gleason attended and completed “Field Training Officer.” Several officers have begun their annual rifle and shotgun mandatory training. Our three newest Officers’ Bernatchez, Sauriol and Glasstetter, are in phase 1 of field training. Officer Palladino is in phase 3 of field training as he works to complete his NH certification. Recruitment at the time of this report we had eight police officer vacancies, which is now six with the two officers hired just prior to this meeting. We are at 63% of our operating capacity with 41 of 65 positions in total, because of vacancies, deployments, and officers on leave. E. Other. 1. No Regular Meeting Scheduled for July 2026. Comm. Stevens noted that the Police Commission would not hold a regularly scheduled meeting in July due to the holiday and scheduled time with families. If a meeting is needed it will be posted separately. 2. Chief Boudreau noted that the City Council passed the FY27 budget the previous evening. We will begin working on CIP projects for July. As the Commission knows, our request for six patrol positions was not supported in the City Manager’s budget, but Council motioned to add two officers to our FY27 budget with no funding attached to them. This is because of our military deployments in FY 27 there will be a salary surplus allowing us to cover those positions. It will lock the Council in, in FY 28 to absorb that cost. * Rochester Police Commission: 06/03/2026 Comm. Gray thought there was language that said if the positions were not filled, that funding would be absorbed. Chief Boudreau said the motion was amended to remove that provision because there could be retirements or resignations in that period. 3. RUN Meetings. Comm. Gray noted that when he served on the Council, he attended the RUN Ward meetings. He realizes that it would take support for officers in those wards. He suggested we could do two wards at a time. Chief Boudreau stated that the Ward 4 Councilors have been holding random community meetings for the past several months. Comm. Gray asked if the Department participated. Chief Boudreau said they haven’t asked us to attend. We would if we were asked. 6. CORRESPONDENCE Correspondence received during this period included: Officer Stevens is thanked for his professionalism and empathy when handling a call for service. 7. Gray MOVED to accept the evaluations presented in nonpublic for Officer Peter Teloian and Officer Caleb Bailey, and for the non-union positions including Lieutenants, Captains, Deputy Chief and Chief. Comm. Winship SECONDED the motion. The motion PASSED unanimously. Comm. Gray MOVED to award a 2% extraordinary bonus as outlined by Chief Boudreau. Comm. Winship SECONDED the motion. Chief Boudreau invited Det. Flathers up. He noted or a police officer to get 20 years, all in one agency is an achievement not taken lightly. A plaque was presented to Det. Flathers. A ten-minute recess was called. B. Policy Update: 1.3.4.8 - Use of Force, TASER 10: First and Second Reading for Adoption. Noting for the record these policy updates result from changing the model of the Taser. Moving directly to second reading for adoption so that training can begin. The motion PASSED unanimously and the updated policy was ADOPTED. D. Monthly Reports. 1. Operations: Captain Aucoin noted in patrol there were no trends coming from the patrol side of operations. There were 339 reports generated and 359 traffic stops, with 61 motor vehicle crashes. On the support side of operations there were 18 new cases assigned. There were several search warrants conducted in serious investigations this period. The Middle School SRO has been active not only at Middle School and some elementary schools, but also at the High School, due to the High School SRO being out on injury. * Rochester Police Commission: 05/06/2026 Our Juvenile Diversion Coordinator has been assisting all year with the LEADS program. She has taken over completing that for the high school SRO. She is also filling in with the high school criminal justice program. Comm. Stevens asked about parking enforcement, 233 last year to 63 this year. Is that a trend that people are obeying parking laws more. Chief Boudreau noted that he can’t give an exact answer without more research. Comm. Gray commented that he heard enforcement was going down, due to them being diverted to other duties. Is that not true. Chief Boudreau stated no. We have two part-time parking staff, and 100% of their time is dedicated to that function, which also includes paperwork at the back end. Comm. Stevens said he’s happy it’s down. It shows are conforming to the parking rules. Chief Boudreau said it can also be attributed to both parking officers had been hired in the last year. The difference could be attributed to the period we didn’t have enforcement, and then we did. Comm. Stevens noted also that calls last year 3873 and this year 2227 is there a reason? Chief Boudreau said if you look at the chart on right hand side it shows a percentage. Administrative duties went down 65, parking 170, traffic enforcement down over last year. Traffic is one of those activities when you don’t have staffing, we are reactive not proactive. Comm. Stevens asked about the hit and run accidents, at 8. Is that a high number. Is that mostly in parking lots? Chief Boudreau commented that number is not abnormally high. He would have to research each one to determine if they were in parking lots. 2. Administrative. Dep. Chief Swanberry advised that we are still in good shape and where we should be for this point in the fiscal year. We have our budget presentation to the Council this Friday. Relevant training highlights for month included Officer Brian Dale, Officer Claire Brough, and Officer Zachary Marsh attended the training course, “Drug Identification and Interdiction” at Police Standards and Training. Sgt. Anthony Deluca attended the “Basic School Resource Officer (SRO) Certification Course” presented by the National Association of School Resource Officers (NASRO) at Police Standards and * Rochester Police Commission: 05/06/2026 Training. It should be noted that he has been an SRO for several years but this class was held locally so we enrolled him. Sgt. John Gantert attended the FBI LEEDA “Supervisor Leadership Institute” at the Tilton Police Department. Four of our motorcycle officers were certified in the LIDAR handheld speed detection unit. We are applying for a grant, and officers must be certified for it. Officer Demo, Officer Mosto and Officer Simms who were on FTO were all released to solo patrol. Officer Palladino will be attending the law package of the next academy. Officer Sauriol and Officer Bernatchez both graduated from the police academy on April 24, 2026. Officer Glastetter is scheduled to attend the police academy in the fall. We have seven patrol positions open, with three in the background process. So, we are operating at 72% of full strength. E. Other. 1. Budget. Chief Boudreau noted that the budget retreat is this Friday. We will present our issues and options for the Council’s review. We are the second to present. This will be followed by the next several Tuesdays of the Council discussing the budget. 2. Drug Take Back Day. This is a program we participate in annually with the DEA. We collected seven boxes of unwanted prescription medication, weighing 192 lbs. 3. Bridge Safety. Chief Boudreau stated that he, along with Fire, DPW Director and the City Manager, took part in a meeting with NH and Maine DOT regarding bridge safety, in particular the Piscataqua River Bridge in Portsmouth connecting NH and Maine. As we have seen there have been tragedies here in loss of life, and in other communities in other states related to bridges, including catastrophic incidents to structures. This meeting was the first step in looking at how we will respond if the bridge is down for any amount of time; 8 hours, 24-48 hours, or more and the impact it will have on traffic for the immediate area and the region. We are looking at traffic plans. This is a proactive measure given the amount of traffic that travels that bridge daily. Rochester at the farthest leg has the connector of 202 over to Sanford. We expect we will be part of any detour routes. Chief Boudreau said that he and the DPW Director will be the City’s representatives on this Commission. * Rochester Police Commission: 05/06/2026 4. Recruitment Bonus. Comm. Winship noted that we currently give $5,000.00 to an officer that recruits a certified officer. He would like to increase that amount and made the following motion. Comm. Winship made a motion that we increase our certified officer recruiting bonus from $5,000.00 to $10,000.00. Comm. Gray SECONDED the motion. Open for discussion. Comm. Stevens commented that the Department saves money when hiring a certified candidate, with experience, who has been to the academy. We have had some success with this. One of our best recruiting tools is our own people. Comm. Gray asked if the old policy had any review or a cut-off for this if we get to full strength that stops. Comm. Winship said he didn’t believe there was. Comm. Stevens added this is at the discretion of the police commission if we get to the point we need to be or are dealing with budget constraints. We can absorb this now in our budget. Comm. Gray suggested amending the motion to include “at the discretion of the Commission.” Comm. Winship MOVED to amend his motion to raise the recruiting bonus to $10,000.00 at the discretion of the Commission. Comm. Gray SECONDED the motion. The motion PASSED unanimously. 6. CORRESPONDENCE Correspondence received during this period included: Officer Garland is recognized by Det. Bibeau for his response and documentation in a report, which was then forwarded for further investigation and ultimately led to the conviction of the defendant. Also recognized in this effort are Det. Bibeau, Officer Miller, Officer Bleason, Officer LeClair, Officer Kimbrough, Officer Harris, Officer Teloian, Sergeant Gantert, Sergeant Smith and Sergeant Downs. Det. Labosier recognizes Officer Teloian for his documentation for a search warrant in a criminal case. 7. Training:  Officer Jack Settele attended “Critical Response Patrolman” presented by Ridgeline Defense at the Ridgeline WMTC facility in Dalton, NH.  Officer Patrick Costin attended the training course, “Cryptocurrency Investigations” presented by the Northeast Counterdrug Training Center at the New England HIDTA Headquarters in Methuen, Massachusetts.  Officer Tiana Adams attended the training course, “Vehicle Processing” at the New Hampshire Police Standards and Training facility in Concord.  Officer Brennan Garland attended “Standardized Field Sobriety Testing (SFST) Refresher” at the New Hampshire Police Standards and Training facility in Concord.  Officer Peter Teloian attended “Interviews and Interrogations” at the New Hampshire Police Standards and Training facility in Concord.  Officer Zachary Vatcher and Detective Alex Howardkoppes attended “Control and Arrest Tactics Instructor Recertification Part 2” at the New Hampshire Police Standards and Training facility in Concord.  Officer Michael Brinkman attended the required annual training conference of the New England Crisis Negotiators Association (NECNA) in Hyannis, Massachusetts.  Lt. Spencer Williams-Hurley participated in an online training course titled, “Law Enforcement Response to Suicidal Subjects: Legal Realities and Options” presented by National Tactical Officers Association (NTOA).  Sgt. Randy Smith and Sgt. Shane Downs attended the FBI-LEEDA “Supervisor Leadership Institute” at the Bow Police Department.  Lt. Elizabeth Turner attended the Southern New Hampshire First Responded Wellness Summit in Salem. The summit was presented by the Southern New Hampshire Critical Incident Stress Management (CISM) Team.  Officer Benjamin Gleason attended and completed “Field Training Officer” presented by Dirigo Safety at the New Hampshire Police Standards and Training facility in Concord.  Officers Ethan Sauriol, Devin Bernatchez, and Damon Glastetter have started Phase 1 of field training.  Officer Brett Palladino is progressing in Phase 3 of field training, as well as attending classes at the NH Police Academy to obtain his NH certification.  Several officers have been trained on our new Tasers.  Several officers completed their annual rifle and shotgun qualifications. Hiring/Recruiting:  We currently have 8 open, full-time positions. There are 3 candidates that are active in the hiring process, 1 of which hold NH certifications.  We have 6 officers on administrative and/or injury leave. 5 officers are currently deployed with the military. Our 5 newest officers are in varying stages of training and not on solo patrol. At the time of this writing, the department is operating with 41 of its 65 allotted full-time officers (63%).  We continue to interview candidates. Of the applications received in April, two candidates progressed to the background investigation stage.
