July 2, 2024 CITY OF ROCKDALE PLANNING AND ZONING COMMISSION MEETING Present: P&Z Commissioners: City Staff: John Williams, Vice Chair Barbara Holly, AICP, City Manager Charles Miles Shanna Johnson, City Secretary Leslie Davidson Ben Blanchard, City Planner Joan Ratliff Jim Gibson, MDD Director Jason Barcak Daniel Willie Absent: Doug Williams, Chair Scott Starnes, Council Liaison Call to order and announce a Quorum is Present With a quorum present, the Planning and Zoning Commission Meeting was called to order by Vice Chair J. Williams at 1:30 p.m. on Tuesday, July 2, 2024, at Rockdale City Hall, 505 West Cameron Avenue, Rockdale, Texas. 3. Citizen Communications No comments made. 4A. Conduct a public hearing to receive comments from property owners within 200’ of property located in the 1100 Block of Bushdale Rd also known as Property ID: 12896 to change the zoning classification from R-1 (Residential Single Family) to R-3 (Residential Multi-Plex). Public hearing opened at 1:30 pm. Citizens against the rezone are as follows: Kathryne Roddam, Josh Doud, Larry Pipkin, Garret Biddle, Terry and Margie Rutherford, Mr. Powell, and Chris Wolfe. Chris Gerren is in favor of the rezone. The public hearing closed at 1:42 pm. 6D. Consider and take any necessary action on a recommendation to the City Council regarding a rezone request submitted by CGCB Properties for property located in the 1100 Block of Bushdale Rd also known as Property ID: 12896 to change the zoning classification from R-1 (Residential Single Family) to R-3 (Residential Multi-Plex). MOTION: Upon a motion made by Commissioner Miles and a second by Commissioner Willie, the Commission voted six (6) for and none (0) opposed to expand the notification and postpone until next meeting. Motion Carried.  5A. Receive a presentation from Chair Williams on the City Council meeting. Vice Chair J. Williams updated the board on the items sent to council. The rezone requests for 712 Wilcox and 633 Ackerman were approved. The ordinance to allow Planning and Zoning to have the authority approve short form plats without sending to council was approved. 5B. Receive a presentation on the City of Rockdale’s Sesquicentennial events. City Manager Holly gave an account of the successful Sesquicentennial events. The July 4th Drone and fireworks show was well-received by the community. Citizens enjoyed the Gala, parade and multitude of events over the 2-week span. 6A. Review and approve the minutes from the meeting on June 4, 2024. MOTION: Upon a motion made by Commissioner Ratliff and a second by Commissioner Miles, the Commission voted six (6) for and none (0) opposed to approve the minutes as presented. Motion Carried. 6B. Receive the monthly code enforcement report. Mr. Blanchard updated the board on the increase of high grass violations at 66% and trash and debris of 19%. As of June, there are 217 completed case with 44 remaining open. 6C. Receive the Development Services department report. The Development Services Department has issued a total of 38 permits for the month of June. To break down those numbers, 15 were building permits, one was a demolition permit, eight were electrical permits, three were HVAC permits, and 11 were plumbing permits. Five new home permits were issued in the month of May, adding approximately $620,468.00 in value to the community. An additional $410,435.20 was invested in smaller projects for the improvement of property whether through remodels, roofing, fencing, demolition, etc. Staff held four development meetings to discuss potential developments for the city. In these meetings, one property was in the extra-territorial jurisdiction (ETJ) and the other three were on the east side. 6E. Consider and take any necessary action on a recommendation to the City Council regarding a plat submitted by Philip Bargas for property known as 320 S Wilcox, Rockdale, Milam County, Texas into Lot 1 and 2. MOTION: Upon a motion made by Commissioner Ratliff and a second by Commissioner Barcak, the Commission voted six (6) for and none (0) opposed to approve the plat and send to Council. Motion Carried. 6F. Consider and take any necessary action on a recommendation to the City Council regarding a plat submitted by the Angela White for property located in the 700 Block of Texas Street also known as Property ID: 15190 and Property ID 20077, Rockdale, Milam County, Texas into Block 3 Lot 1A and Block 7 Lot 1A. MOTION: Upon a motion made by Commissioner Ratliff and a second by Commissioner Barcak, the Commission voted six (6) for and none (0) opposed to approve the plat and send to Council. Motion Carried. 7A. Conduct a workshop regarding Chapter 211 of the Texas Local Government Code. Workshop moved to August 6, 2024, Planning and Zoning meeting.
