Call to order and announce a Quorum is Present
With a quorum present, the Planning and Zoning Commission Meeting was called to
order by Chair Williams at 1:30 p.m. on Tuesday, August 6, 2024, at Rockdale City
Hall, 505 West Cameron Avenue, Rockdale, Texas.
2. Citizen Communications
Heather Cruise- a local business owner, asks the commission about the restrictions
on drive through mobile food vendors.
4A. Receive a presentation from Chair Williams on the City Council
meeting.
Chair Williams introduced the new city manager, Tim Kelty, to the Planning
Commissioners. Mr. Williams updated the commissioners on the approval by city
council of the first reading of the comprehensive plan ordinance, the second reading of
the P&Z authority to approve the short form plats ordinance, the rezone request for
Phillip Bargas at 712 N. Wilcox Street, the rezone request Daniel Willie for 633
Ackerman Street, the plat for 320 S. Wilcox, and the plat for Angela White on Property
ID: 15190 and 20077.
5A. Review and approve the minutes from the meeting on July 2nd, 2024.
MOTION: Upon a motion made by Commissioner J. Williams and a second by
Commissioner Miles, the Commission voted six (6) for and none (0) opposed to approve
the minutes as presented. Motion Carried.
5B. Receive the monthly code enforcement report.
Mr. Blanchard informed the commission about the July code report, which had 65
trash and debris, 209 high grass and weeds, and 48 other violations.
5C. Receive the monthly Development Services department report.
The Development Services Department has issued a total of 65 permits for the month
of July. To breakdown those numbers, 21 were building permits, 29 were electrical
permits, and 15 were plumbing permits. Six new home permits were issued in the
month of July, adding approximately $755,846.00 in value to the community. Nine
moving permits were issued for new mobile homes replacing existing units at Los
Robles and one moving permit was issued on Copeland. An additional $96,473.00 was
invested in smaller projects for the improvement of property whether through
remodels, roofing, fencing, demolition, etc.
5D. Consider and take any necessary action on a recommendation to the
City Council regarding a preliminary plat submitted by Mike Richards for
property known as 1013 W Cameron Ave, Rockdale, Milam County, Texas into
lot 1.
MOTION: Upon a motion made by Commissioner Miles and a second by
Commissioner Ratliff, the Commission voted six (6) for and none (0) opposed to
approve the preliminary plat subject to staff comments. Motion Carried.
5E. Consider and take any necessary action on a short form subdivision
submitted by Forrest Sasser for property known as 210 Pine Street, Rockdale,
Milam County, Texas into one lot.
MOTION: Upon a motion made by Commissioner Ratliff and a second by
Commissioner J. Williams, the Commission voted six (6) for and none (0) opposed to
approve short form plat for 210 Pine Street subject to staff comments. Motion Carried.
6A. Conduct a workshop regarding Chapter 211 of the Texas Local
Government Code.
Mr. Blanchard led the workshop on zoning regulations, board of appeals, notification
requirements, nonconforming uses, and what defines an unnecessary hardship.
