August 27, 2024 CITY OF ROCKDALE PLANNING AND ZONING COMMISSION MEETING Present: P&Z Commissioners: City Staff: Doug Williams, Chair Timothy Kelty, City Manager Daniel Willie Shanna Johnson, City Secretary Leslie Davidson Ben Blanchard, City Planner Joan Ratliff Jerry Meadors, Police Chief Jason Barcak Scott Starnes, Council Liaison Absent: Charles Miles Call to order and announce a Quorum is Present With a quorum present, the Planning and Zoning Commission Meeting was called to order by Chair Williams at 6:00 p.m. on Tuesday, August 27, 2024, at Rockdale City Hall, 505 West Cameron Avenue, Rockdale, Texas. Pledge of Allegiance 3. Citizen Communications Citizens in attendance and opposed to the ordinance are as follows: Jeannette Behrens, Jackie Sims, Cari Veit, Willie Phillips, William Povar, Sue Retchloff, Robert F. Lawhon, Gordon Todd, Mike Burgough, Elbert Page, Chip Fuller, Emily Seda, Tim Arrendondo, Judith Carver, Stephanie Muston, Freddy Montelongo, John Rush, and Loddie Alspoch. 4A. Conduct a workshop regarding parking on unimproved surfaces. The commission discussed defining the allowable base to read as: A surface of bituminous or cement, concrete, or other material, other than grass, such as crushed rock, gravel or other materials, laid over subsoil, which provides a hard driving surface, resists rutting, provides for sufficient water runoff and is graded and drained to dispose of all surface water.
