September 3, 2024 CITY OF ROCKDALE PLANNING AND ZONING COMMISSION MEETING Present: P&Z Commissioners: City Staff: Doug Williams, Chair Timothy Kelty, City Manager Joan Ratliff, Vice Chair Barbara Holly, AICP, City Manager Daniel Willie Ben Blanchard, City Planner Jason Barcak Shanna Johnson, City Secretary Scott Starnes, Council Liaison* Absent: Leslie Davidson Charles Miles Call to order and announce a Quorum is Present With a quorum present, the Planning and Zoning Commission Meeting was called to order by Chair Williams at 1:30 p.m. on Tuesday, September 3, 2024, at Rockdale City Hall, 505 West Cameron Avenue, Rockdale, Texas. 3. Citizen Communications John Rush- discussed the parking on unimproved surface ordinance and made remarks about the aesthetics being subjective. Willie Phillips- expressed that the fines for violation would be too high for the residents to bear. 4. Conduct a public hearing for property located at Property ID: 20077, 23877, and 15190 along Texas Street to change the zoning classification from A (agricultural) to R-1 PUD (Single Family Residential – Planned Unit Development). The public hearing opened at 1:38 p.m. No comments were received. With no further comments, the public hearing was closed at 1:38 p.m. 5A. Receive a presentation from Chair Williams on the City Council meeting. Mr. Williams informed the commission of council approval for a preliminary plat for property located at 1013 W. Cameron Avenue, Rockdale, Texas. 6A. Review and approve the minutes from the meeting on August 6th, 20th and 27th, 2024. MOTION: Upon a motion made by Commissioner Willie and a second by Commissioner Barcak, the Commission voted four (4) for and none (0) opposed to approve the minutes as presented with the correction from decimal to decibel. Motion Carried. 6D. Consider and take any necessary action on a recommendation to the City Council regarding a rezone request submitted by Philip Bargas for property located at Property ID: 20077, 23877, and 15190 along Texas Street to change the zoning classification from A (agricultural) to R-1 PUD (Single Family Residential – Planned Unit Development). *Councilmember Starnes arrives MOTION: Upon a motion made by Commissioner Ratliff and a second by Commissioner Willie, the Commission voted four (4) for and none (0) opposed to approve the Planned Unit Development and send to city council. Motion Carried. 6K. Consider and take any necessary action on a recommendation to the City Council regarding an ordinance amendment for parking on unimproved surfaces. MOTION: Upon a motion made by Commissioner Ratliff and a second by Commissioner Willie, the Commission voted three (3) for and one (1) opposed to approve the ordinance with updates to eliminate street parking violations and add surface materials for the planning commission to review at their next meeting. Motion Carried. 6B. Receive the monthly code enforcement report. Mr. Blanchard discussed the case breakdown by violation which included 65 cases for trash & debris, 235 cases of high weeds and grass, and 52 other violations. 6C. Receive the Development Services department report. Mr. Blanchard informed the commission that the Development Services Department has issued a total of 48 permits for the month of August. Nine new home permits were issued in the month of August adding approximately $1,183,391.00 in value to the community. An additional $26,951.00 was invested in smaller projects for the improvement of property whether through remodels, roofing, fencing, demolition, etc. 6E. Consider and take any necessary action on a short form subdivision submitted by Forrest Sasser for property known as 775 Green Street, Rockdale, Milam County, Texas into lot 8-9A. MOTION: Upon a motion made by Commissioner Barcak and a second by Commissioner Willie, the Commission voted four (4) for and none (0) opposed to approve the short form subdivision subject to staff remarks. Motion Carried. 6F. Consider and take any necessary action on a short form subdivision submitted by Forrest Sasser for property known as 1004 E San Andres Avenue, Rockdale, Milam County, Texas into lot 11B. MOTION: Upon a motion made by Commissioner Barcak and a second by Commissioner Willie, the Commission voted four (4) for and none (0) opposed to approve the short form subdivision subject to staff remarks. Motion Carried. 6G. Consider and take any necessary action on a short form subdivision submitted by Forrest Sasser for property known as 236 N Wilcox, Rockdale, Milam County, Texas into lot 5A. MOTION: Upon a motion made by Commissioner Ratliff and a second by Commissioner Barcak, the Commission voted four (4) for and none (0) opposed to approve the short form subdivision subject to staff remarks. Motion Carried. 6H. Consider and take any necessary action on an ordinance regarding open and outdoor storage. MOTION: Upon a motion made by Commissioner Willie and a second by Commissioner Ratliff, the Commission voted four (4) for and none (0) opposed to approve the ordinance and send to Council. Motion Carried. 6I. Consider and take any necessary action on a recommendation to the City Council regarding a noise ordinance amendment. MOTION: Upon a motion made by Commissioner Ratliff and a second by Commissioner Barcak, the Commission voted four (4) for and none (0) opposed to approve the ordinance and send to Council. Motion Carried. 6J. Consider and take any necessary action on a recommendation to the City Council regarding an ordinance amendment to allow drive-throughs for mobile food vendors. MOTION: Upon a motion made by Commissioner Barcak and a second by Commissioner Ratliff, the Commission voted four (4) for and none (0) opposed to approve the ordinance and send to Council. Motion Carried. 6L. Consider and take any necessary action on electing a vice chair. MOTION: Upon a motion made by Commissioner Willie and a second by Commissioner Barcak, the Commission voted four (4) for and none (0) opposed to appoint Joan Ratliff as Vice Chair. Motion Carried.
