September 13, 2024 CITY OF ROCKDALE PLANNING AND ZONING COMMISSION MEETING Present: P&Z Commissioners: City Staff: Doug Williams, Chair Timothy Kelty, City Manager Leslie Davidson Barbara Holly, AICP, City Manager Charles Miles Ben Blanchard, City Planner Jason Barcak Shanna Johnson, City Secretary Absent: Joan Ratliff, Vice Chair Daniel Willie Scott Starnes, Council Liaison Call to order and announce a Quorum is Present With a quorum present, the Planning and Zoning Commission Meeting was called to order by Chair Williams at 1:39 p.m. on Tuesday, September 13, 2024, at Rockdale City Hall, 505 West Cameron Avenue, Rockdale, Texas. Citizen Communications • Evelyn Little – addressed the commission about road repairs to O’Kelley Street and would like to see a hospital in Rockdale. • Jeannette Behrens (110 S. Travis Street) – addressed the commission about the need for the city to maintain the right-of-way along Travis Street to prevent the growth of high grass and weeds. 4A. Receive a presentation from Chair Williams on the City Council meeting. Chair Williams reported that the council will revisit the mobile food vendor ordinance to discuss an improved parking surface. Council authorized the city manager to negotiate with Empire Sign Company to approve the sign variance and request a monument sign instead of a pole sign for the new Dollar Tree store. City Manager Kelty discussed that the Council is currently reviewing what surface to use along O’Kelley. 5A. Consider and take any necessary action on a recommendation to the City Council regarding a preliminary plat submitted by Philip Bargas for property located in the 600 Block of Texas Street also known as Property ID: 15190, Rockdale, Milam County, Texas into two blocks and 24 lots. MOTION: Upon a motion made by Commissioner Miles and a second by Commissioner Barcak, the Commission voted four (4) for and none (0) opposed to approve the preliminary plat subject to staff comments. Motion Carried. 5B. Consider and take any necessary action on a recommendation to the City Council regarding a preliminary plat submitted by Philip Bargas for property located in the 700 Block of Texas Street also known as Property ID: 20077 and 23877, Rockdale, Milam County, Texas into five blocks and 214 lots. MOTION: Upon a motion made by Commissioner Barcak and a second by Commissioner Miles, the Commission voted four (4) for and none (0) opposed to approve the plat subject to staff comments which include updating the setback lines and notating the back property lines. Motion Carried. 5C. Consider and take any necessary action on a recommendation to city council regarding an amendment to the parking on improved surface parking ordinance. Jeanette Behrens – Had questions on the grandfather clause portion. Also expressed that her surrounding community has no improved driveways. John Rush – Expressed that if dirt in the streets can be addressed by a street sweeper. Has expressed that the ordinance should be rescinded. Denny Dunkel (721 Hunter) – Asked for clarification on where the ordinance stood at the time of the meeting. Mr. Dunkel expressed that the ordinance should be rescinded and that he is opposed to the current existing ordinance to economic hardship. Susan Howell (1119 Alcoa) – Had questions on if an environmental impact study was done before adoption, the trailer portion of the existing ordinance, and how Samsungs development will affect future ordinances. MOTION: Upon a motion made by Commissioner Miles and a second by Commissioner Barcak, the Commission voted three (3) for and one (1) opposed to approve the ordinance with the amendments and send to council for review; amendments include removing the parking on street violation, removing the portion that allows for the towing of vehicles, provides additional improved surfaces for parking, and defines and provides legal non-conformance for existing properties. Voting opposed Commissioner Davidson. Motion Carried. 5D. Consider and take any necessary action on a recommendation to city council regarding an amendment regarding the mobile food vendor ordinance. MOTION: Upon a motion made by Commissioner Barcak and a second by Commissioner Miles, the Commission voted four (4) for and none (0) opposed to approve the amendments regarding the improved surface requirements and protective measures used between the unit and vehicle to send to council for review. Motion Carried. 5E. Consider and take any necessary action on a recommendation to city council regarding an amendment regarding outside storage ordinance. MOTION: Upon a motion made by Commissioner Barcak and a second by Commissioner Miles, the Commission voted four (4) for and none (0) opposed to approve amendments and send to council for review. Motion Carried. Commissioner Davidson resigns from the board. Adjourned at 3:13 p.m. These minutes approved on the 1st day of October 2024.
