Planning and Zoning Commission- Meetings occur on the 1st and 3rd Tuesday each month at 1:30PM

October 1, 2024 CITY OF ROCKDALE PLANNING AND ZONING COMMISSION MEETING Present: P&Z Commissioners: City Staff: Doug Williams, Chair Timothy Kelty, City Manager Joan Ratliff, Vice Chair Shanna Johnson, City Secretary Daniel Willie Ben Blanchard, City Planner Charles Miles Jason Barcak Scott Starnes, Council Liaison Call to order and announce a Quorum is Present With a quorum present, the Planning and Zoning Commission Meeting was called to order by Chair Williams at 1:30 p.m. on Tuesday, October 1, 2024, at Rockdale City Hall, 505 West Cameron Avenue, Rockdale, Texas. 3. Citizen Communications Mario Casarez- Rockdale Home Association, informed the commissioners of the RHA seeking grants and a USDA loan to expand their housing. 4. Conduct a workshop regarding Chapter 212 of the Texas Local Government Code. Mr. Blanchard presented the chapter about the role of the Planning and Zoning commission pertaining to property development. 5A. Review and approve minutes from the meeting on September 3rd and 17th, 2024. MOTION: Upon a motion made by Commissioner Miles and a second by Commissioner Barcak, the Commission voted five (5) for and none (0) opposed to approve the minutes as presented. Motion Carried. 5B. Receive the monthly code enforcement report. Mr. Blanchard reported that there were 66 violations in trash and debris, 247 in high grass and weeds, and 52 other violations. 5C. Receive the Development Services department report. The Development Services Department has issued a total of 20 permits for the month of September. Staff held two development meetings to discuss potential developments for the city. In these meetings, it was the same property located on the northeast side of the city limits. 5D. Consider and take any necessary action on a recommendation to City Council for board appointments for unexpired terms (02/2027). The Commission interviewed Robert Slobod and Marshall Bellows.
