January 7, 2025 CITY OF ROCKDALE PLANNING AND ZONING COMMISSION MEETING Present: P&Z Commissioners: City Staff: Doug Williams, Chair Timothy Kelty, City Manager Joan Ratliff, Vice Chair Shanna Johnson, City Secretary Daniel Willie Ben Blanchard, City Planner Jason Barcak Bob Slobod Absent: Charles Miles Scott Starnes, Council Liaison Call to order and announce a Quorum is Present With a quorum present, the Planning and Zoning Commission Meeting was called to order by Chair Williams at 1:32 p.m. on Tuesday, January 7, 2025, at Rockdale City Hall, 505 West Cameron Avenue, Rockdale, Texas. 2. Citizen Communications No comments made. 4A. Receive a presentation for the recognition of Leslie Davidson and John Williams for their service on the Planning and Zoning Commission. 4B. Receive a presentation from Chair Williams on the City Council meeting. Chair Williams presented a review of several items that were sent from the Planning Commission to the City Council. In this list, some of the items that were included were the financing mechanisms for Republic Ridge and the first reading of a rezone request for 629 & 633 W Cameron. 5A. Conduct a public hearing on a rezone request for property located at 815 Houston to change the zoning from A zoning classification to M-1 zoning classification. The public hearing was opened at 1:40 p.m. No comments were received: With no further comments, the public hearing was closed at 1:41 p.m. 5B. Conduct a public hearing on a rezone request for property located at 915 San Gabriel to change the zoning from M-1 zoning classification to R-3 PUD zoning classification. The public hearing was opened at 1:42 p.m. Mario Casarez, Executive Director of the Rockdale Housing Authority, spoke about the need for low-income housing. Carolyn Cooper, Amy Granados, Linda Thompson, Richard Henderson, Shannon Kornegay and Lee Rogers all spoke in favor of the zoning request. With no further comments, the public hearing was closed at 1:56 p.m. 5C. Conduct a public hearing on a rezone request for property located in the 900 block of San Gabriel (Property ID: 20530833) to change the zoning from C-1 zoning classification to R-3 PUD zoning classification. The public hearing was opened at 1:57 p.m. George Henderson and Amy Granados spoke in favor of the request. With no further comments, the public hearing was closed at 1:59 p.m. 5D. Conduct a public hearing regarding a potential zoning ordinance amendment regarding Chapter 14, Zoning, Section 14.02.055 (d) “Accessory Structures”. The public hearing was opened at 2:00 p.m. No comments were received: With no further comments, the public hearing was closed at 2:01 p.m. 6A. Review and approve minutes from the meeting on December 3, 2024. MOTION: Upon a motion made by Commissioner Ratliff and a second by Commissioner Slobod, the Commission voted five (5) for and none (0) opposed to approve the minutes as presented. Motion Carried. 6B. Receive the monthly code enforcement report. Mr. Blanchard reported that there were 13 violations in trash and debris, 9 in high grass and weeds, and 3 other violations. 6C. Receive the Development Services department report. The Development Services Department has issued a total of 17 permits for the month of December. Two new home permits were issued in the month of December, adding approximately $242,608.00 in value to the community. An additional $24,837.34 was invested in smaller projects for the improvement of property whether through remodels, roofing, fencing, demolition, etc. 6D. Consider and take any necessary action on a recommendation to the City Council regarding a rezone request for property located at 815 Houston (Property ID: 27449) to change the zoning classification from A (Agricultural) to M-1 (Manufactured Home Subdivision). MOTION: Upon a motion made by Commissioner Slobod and a second by Commissioner Barcak, the Commission voted five (5) for and none (0) opposed to approve zoning request. Motion Carried.  6E. Consider and take any necessary action on a recommendation to the City Council regarding a rezone request for property located at 915 San Gabriel (Property ID: 26478) to change the zoning classification from M-1 (Manufactured Home Subdivision) to R-3 PUD (Residential Multi-Plex Planned Unit Development). MOTION: Upon a motion made by Commissioner Ratliff and a second by Commissioner Willie, the Commission voted five (5) for and none (0) opposed to approve the request subject to requiring curb and gutter installation and a further review from Council regarding parking requirements. Motion Carried. 6F. Consider and take any necessary action on a recommendation to the City Council regarding a rezone request for property located in the 900 block of San Gabriel (Property ID: 20530833) to change the zoning classification from C-1 (Commercial Light) to R-3 PUD (Residential Multi-Plex Planned Unit Development). MOTION: Upon a motion made by Commissioner Slobod and a second by Commissioner Barcak, the Commission voted five (5) for and none (0) opposed to approve the request subject to requiring curb and gutter installation and a further review from Council regarding parking requirements. Motion Carried. *Staff received more than 25% against for this section of the housing project. 6G. Consider and take any necessary action on a short form subdivision submitted by Jose Cardenas for property located at 214 E 1st, Rockdale, Milam County, Texas, into Lot 15A. MOTION: Upon a motion made by Commissioner Barcak and a second by Commissioner Slobod, the Commission voted five (5) for and none (0) opposed to approve the plat and send it to council with variances requested. Motion Carried. 6H. Consider and take any necessary action on a final plat submitted by Donald and Carolyn Cooper for property located at 730 Broadnax, Rockdale, Milam County, Texas, into Block 8 Lot 1 and Block 9 Lot 1. MOTION: Upon a motion made by Commissioner Ratliff and a second by Commissioner Slobod, the Commission voted five (5) for and none (0) opposed to approve with notations. Motion Carried. 6I. Consider and take any necessary action on a short form subdivision submitted by the City of Rockdale for property located at 204 Pine, Rockdale, Milam County, Texas into Lot 1B. MOTION: Upon a motion made by Commissioner Barcak and a second by Commissioner Willie, the Commission voted five (5) for and none (0) opposed to approve the short form subdivision as presented. Motion Carried. 6J. Consider and take any necessary action on an ordinance amendment regarding Chapter 14, Zoning, Section 14.02.055 (d) “Accessory Structures”. MOTION: Upon a motion made by Commissioner Barcak and a second by Commissioner Willie, the Commission voted five (5) for and none (0) opposed to approve the ordinance as written and send to Council.
