Advance registration is required to participate remotely. The email will include: - A link to join the meeting using a computer, tablet, or smartphone; and - Telephone access information, including a phone number and conference ID, for individuals who wish to participate by telephone. Providing Public Comment Members of the public attending remotely may provide public comment during designated comment periods. Please use the name provided during registration so City staff can properly identify participants. Participants joining through Microsoft Teams may indicate they wish to speak by selecting the “Raise Hand” feature. Participants joining by telephone may indicate they wish to speak by pressing *5 on their telephone keypad. When recognized, the meeting host will provide instructions for addressing the City Council. Email: to participate by written communication, emails must be received before 3:00 p.m. the day of the meeting (emails will not be read out loud) Written materials pertaining to matters listed on the posted agenda received after the agenda has been published will be added as supplemental materials under the relevant agenda item. Public Comment on Non-Agenda Items This is the appropriate time for members of the public to make comments regarding items not listed on this agenda. Pursuant to the Brown Act, no action will take place on any items not on the agenda. 7.A. Supplemental Public Comment on Non-Agenda Items RECOMMENDATION: Receive and file. 8. Consent Calendar Business items, except those formally noticed for public hearing, or those pulled for discussion are assigned to the Consent Calendar. The Mayor or any Councilmember may request that any Consent Calendar item(s) be removed, discussed, and acted upon separately. Items removed from the Consent Calendar will be taken up under the "Excluded Consent Calendar" section below. Those items remaining on the Consent Calendar will be approved in one motion. The Mayor will call on anyone wishing to address the City Council on any Consent Calendar item on the agenda, which has not been pulled by Councilmembers for discussion. 8.A. Republic Services Recycling Tonnage and Complaint Reports for May 2026 RECOMMENDATION: Recieve and file. 2 9. Excluded Consent Calendar Items 10. Commission Items 11. Public Hearings 11.A. Zoning Case No. 26-73: Request for a Site Plan Review to develop a vacant lot including non-exempt grading and the construction of a new single-family residence with accessory structures; Conditional Use Permits for a guest house, a stable greater than 200 square feet, a corral greater than 550 square feet and a detached accessory structure greater than 200 square feet; and Variances to allow construction of certain structures in the front yard, to allow a corral to encroach into the front yard setback, to allow retaining walls to exceed the maximum average height of 2.5 feet, to allow a portion of the basement to extend beyond the walls of the residence, and to allow grading export; and finding the project categorically exempt from CEQA for 23 Crest Road East (Lot 132A-MS)(Ogasawara) RECOMMENDATION: Open the public hearing, take public testimony, close the public hearing, discuss the proposed project, and consider Resolution No. 1418 for approval. 12. Consideration of Authorizing the Mayor to sign a Letter of Support for AB 1821 (Pacheco) regarding Agency response timelines under the California Public Records Act RECOMMENDATION: Staff recommends the City Council provide direction on whether to support AB 1821 (Pacheco) and, if so, authorize the Mayor to sign and submit a letter of support on behalf of the City. 14.B. Receive and File a Status Update on the SAFE Network and SAFE Unit Information Workshop (Verbal) RECOMMENDATION: Receive and file a verbal update on the SAFE Network and SAFE Unit Information Workshop. 15.
