BOARD OF ADJUSTMENTS Zoom Meeting 2:30 P.M. July 16, 2020 MEMBERS PRESENT: Phil Burkhalter, Von Lambert, Jeff Williams, Terry Williamson, Will Byington MEMBERS ABSENT: Eric McDowell, Carol Hatch STAFF PRESENT: Brice Wood, Artagus Newell, Patrick Eidson, Brittany Griffin, Grace Gartman (intern), James Martin, Frank Beacham PUBLIC PRESENT: Kenneth Murray, David Buckel, Michael McCullough, Olivia Morley DETERMINATION OF QUORUM: the five members listed above were determined to be present via roll call REVIEW OF THE MINUTES The minutes were approved by 5-0 vote, after a motion to approve from Jeff Williams and a second from Phil Burkhalter. APPLICATIONS: BOA20-06-01, Requests reducing the minimum lot width from 150 feet to 115 feet at 102 Hicks Drive, Rome, GA 30161, Floyd County Tax Parcels J14B021, J14G001 and J14B025. Applicant/Owner: East Bend, LLC Terry Williamson made a motion to approve, which was seconded by Jeff Williams. Brice Wood presented the application, staff report and staff recommendation of approval. David Buckel was present to speak on behalf of the application. There was no one present to speak in opposition. Phil Burkhalter made a motion to approve, which was seconded by Jeff Williams. The motion passed 5-0. BOA20-06-03, Requests a six-foot tall privacy fence in the front yard (Chatillon Road frontage) of the property at 204 Chatillon Road, Rome, GA 30161, Floyd County Tax Parcel J13W426. Applicant/Owner: Michael Barry McCullough. Brice Wood presented the application, staff report and staff recommendation of approval. Michael McCullough was present to speak on behalf of the application. There was no one present to speak in opposition. Terry Williamson commented on the frequency with which BOA keeps getting applications regarding fences and questioned whether continuing to approve variances was a better option than simply amending the code to be more flexible. Williamson made a motion to table the application until all BOA members are present. The motion was seconded by Phil Burkhalter. The motion to table the application passed 5-0. BOA20-06-04, Requests reducing the front setback and landscape strip requirements from 20’ to 10’ for the property located at 19 East Main Street, Rome, GA 30161, Floyd County Tax Parcel J14L232. Applicant/Owner: Kenneth Murray/A Place of Refuge, Inc. Brice Wood presented the application, staff report and recommendation of approval. Kenneth Murray was present to speak on behalf of the application. There was no one present to speak in opposition. Von Lambert made a motion to approve, which was seconded by Phil Burkhalter. The motion passed 5-0. ADJOURNMENT: There being no further business to bring before this body, the 16, 2020, meeting of the Board of Adjustments was adjourned by 5-0, at approximately 3:15 p.m.
