Motion to approve the establishment of a consent agenda consisting of Ordinances 2022-3-14 through and including 2022-3-14E listed below on the agenda as items 2A through 2F, inclu- sive, under Finance. A. Ordinance No. 2022-3-14, an Ordinance abating the 2021 tax levy for the $37,450,000.00 Taxable General Obligation Refunding Bonds, Series 2010A of the Village of Rosemont. B. Ordinance No. 2022-3-14A, an Ordinance abating the 2021 tax levy for the $32,635,000.00 General Obligation Corporate Purpose Bonds, Taxable Series 2010C of the Village of Rosemont. C. Ordinance No. 2022-3-14B. an Ordinance abating the 2021 tax levy for the $24,795,000.00 General Corporate Purpose Bonds, Series 2011B of the Village of Rose- mont. D. Ordinance No. 2022-3-14C, an Ordinance abating the 2021 tax levy for the $22,875,000.00 General Obligation Corporate Purpose Bonds, Taxable Series 2011D of the Village of Rosemont. E. Ordinance No. 2022-3-14D, an Ordinance abating the 2021 tax levy for the $59,390,000.00 General Obligation Corporate Purpose Bonds, Taxable Series 2012A of the Village of Rosemont. Page 2 of 4 F. Motion to approve Ordinances 2022-3-14 through and including 2022-3-14E on the consent agenda, which includes the 6 Ordinances listed above as items 2A through 2F, inclusive, under Finance. 4. Motion to approve a construction agreement with COST of Wisconsin, Inc. for theme painting of the water feature at Monument Park in the amount of $260,400.00. 5. Motion to approve a Memorandum of Understanding with the Allstate Insurance Company for COVID-19 credits pursuant to the Naming Rights Agreement between the Village of Rosemont and the Allstate Insurance Company. 6. Motion to approve a proposal from Utility Dynamics in the amount of $2,276,655.50 for the construction of a decorative lighting system along: • Higgins Road from 400 feet east of Mannheim to I-294 • Devon Avenue from Higgins to I-294 • Higgins Road – I-294 underpass • Devon Avenue – I-294 underpass 7. Motion to approve Resolution No. R2022-3-14, a Resolution to accept the coronavirus local fiscal recovery fund established under the American Rescue Plan Act. 8. Motion to approve Resolution No. R2022-3-14A, a Resolution to designate use of the corona- virus state and local fiscal recovery funds (SLFRF), authorized by the American Rescue Plan Act and received by the Village of Rosemont. 9. Motion to approve Ordinance No. 2022-3-14F, an Ordinance amending Village Ordinance 2022-2-14 and Section 3-9-2 of the Village’s Code of Ordinances to set a new date for the implementation of the amusement tax increase approved by Village Ordinance 2022-2-14. 10. Motion to approve the proposal from Midwest Sports Turf LLC. for the renovation of the Im- pact Field playing surface for a not to exceed price of $238,000.00. PUBLIC SAFETY STREET COMMITTEE MUNICIPAL DEVELOPMENT COMMITTEE 1. Motion to adopt Ordinance No. 2022-3-14F, an Ordinance authorizing the execution of a Ground Lessor Estoppel Certificate.
