Regular Meeting of the Airport Advisory Commission Air Center Conference Room Tuesday, March 7, 2023 at 1:30 p.m. Notice of this meeting given to the public in compliance with Section 10-15-1 through 10-15-4 NMSA 1978 and Resolution 23-01. ROLL CALL 2. The meeting convened at 1:33 p.m. with Chair Kunkel presiding; Vice Chair Espiritu, Commissioner Hitchcock being present and with McDonald participating via GoToMeeting. Commissioner Powell joined via GoToMeeting at 1:42 p.m. Staff present: Mayor Jennings, Hess Yntema, Lisa Bennett, and Jenna Lanfor. Councilors present: Robert Corn. Guests present: Lisa Dunlap, Randy Phelps, Michael Garcia, Tim Archibeque, Bill Williams, Christopher Huebner, and Richard Duran. Adam Covington, Bret Reed, William Johnson and Shawn Jipp joined via GoToMeeting. APPROVAL OF AGENDA 3. Commissioner Hitchcock motioned to approve the Tuesday, March 7, 2023 Airport Advisory Commission agenda as presented. Vice Chair Espiritu was the second. A voice vote was 4-0. The motion passed unanimously. Commissioner McDonald participating via GoToMeeting, Commissioner Powell was absent at the time of the vote. APPROVAL OF MINUTES 4. Commissioner Hitchcock motioned to approve the February 7, 2023 minutes as presented. Vice Chair Espiritu was the second. A voice vote was 4-0. The motion passed unanimously. Commissioner McDonald participating via GoToMeeting, Commissioner Powell was absent at time of vote. NON-ACTION ITEMS 5. Air Center Director Status Report Update (Operations and air service etc.) – Jenna Lanfor, Property Manager presented the Director’s report. 6. Update on Airfield lighting repairs- Jenna Lanfor, Property Manager informed Commissioners that J & G would be making repairs to the Airfield lighting. Funds have been reallocated and a Purchase Order is in place. J & G are currently awaiting parts. 7. Update on Runway/Taxiway Painting- Jenna Lanfor, Property Manager stated the proposal to use Highway Supply passed the Legal Committee and will be on the Finance Committee’s next agenda. 8. Update on South Hammerhead Engine Run up Repairs- Jenna Lanfor, Property Manager stated this project has passed Council, and is in the Purchase Order process.  9. Strategic Plan RFP- Chair Kunkel stated one entity responded to the RFP. It was decided there was inadequate response to move forward. The RFP would be updated and issued. 10. Security Update- Hess Yntema, City Attorney stated TSA has reached an agreement with the city. Due to security protocol the full document will not be available. 11. BNSF Update- Hess Yntema, City Attorney gave an update. 12. JPA Update- Hess Yntema, City Attorney stated the contract should be ready by May 2023. 13. Water Line Infrastructure Update- Jenna Lanfor, Property Manager informed Commissioners the project is 71% complete and should be complete by March 31, 2023. 14. Update on terminal signage and branding- Jenna Lanfor, Property Manager presented the vision for the “selfie” station. 15. Report on vacant Air Center properties- Jenna Lanfor, Property Manager gave a report of the vacant buildings and T Hangars. The presentation included the repairs that are needed for each vacancy. 16. Report for ILEA project and Expenses- Jenna Lanfor, Property Manager gave an update on the ILEA project, which included financials. 17. Update on baggage area NM True campaign- Jenna Lanfor, Property Manager stated the NM True campaign is up and running. This campaign promotes information about Roswell and the surrounding communities. NEW BUSINESS/REGULAR ITEMS None Commission comments for future agenda items 18. Discuss potential agenda items for the March Meeting – Chair Kunkel will get with Director Griego to discuss agenda items.
