Regular Meeting of the Drought Contingency Task Force Roswell City Hall 415 N. Richardson Wednesday, March 27, 2024 Notice of this meeting was given to the public in compliance with Section 10-15-1 through 10-15-4 NMSA 1978 and Resolution 24-02. CALL TO ORDER Meeting was called to order at 4:05 p.m. by Judy Stubbs. ROLL CALL Members present: Judy Stubbs (Residential Consumer), Sean Benedict (Roswell Independent School District), Water Conservation Specialist Chantel Longway, Tom Jennings (Residential Consumer), and Darrell Johnson (City Councilor) Members absent: Jonathon McGary (Supervising Ranger, Bottomless Lakes State Park- Ex Officio Member) and Aron Balok (Pecos Valley Artesian Conservancy District, Nathan Cobb (Commercial Consumer) for the record Nathan arrived at 4:28 p.m., and Todd DeKay (ENMU-R) for the record Todd arrived at 4:17 p.m. Guest Present: Superintendent of Water Maintenance Robert Glenn, USBR WaterSmart Grant, Officers Technical Representative Rick Young, and Planning and Zoning Meredith Hildreth APPROVAL OF AGENDA Judy Stubbs asked for a voice vote and the approval of the minutes passed with a voice vote of 4-0, with Jonathon, Todd, and Nathan being absent. APPROVAL OF MINUTES FROM FEBURARY 28, 2024 Judy Stubbs asked for a voice vote and the approval of the minutes passed with a voice vote of 4-0, with Jonathon, Todd, and Nathan being absent. NON-ACTION ITEMS 1. Overview of Drought Contingency plan a. Drought Monitoring by Judy Stubbs Judy explained that we have been monitoring drought with the state drought monitoring system. Robert advised we are getting a well monitoring system installed soon to show the recharge rate of the wells. For the record Todd arrived at 4:17 p.m, and Nathan arrived at 4:28 p.m. b. Richardson Wednesday, March 27, 2024 affects agricultural economy and causing people's wells to go dry 2) Stressing the urban forest and causing trees to die or become diseased throughout the municipal area. This would have an aesthetic and an economic impact 3) Increased risk of fire due to dry accumulation of vegetation, possibly enhanced by dead and/or dying trees 4) Increased risk of negative wildlife encounters in the city due to lack of forage 5) Excess stress on athletic facilities, parks, school grounds, and private facilities, resulting in economic loss and reduced opportunity for our children to exercise and compete, 6) Disadvantage the local economy in competition for tourist dollars, new move- ins, and economic development, and 7) the rising temperatures. c. Mitigating Action by Aron Balok Aron was absent. Water Conservation Specialist Chantel Longway presented for Aron. Chantel advised the ultimate goal is to reduce the average daily water consumption by the individual consumer. d. Response Actions by Aron Balok, Sean Benedict, and Tom Jennings No presentation was made and more clarification was given as to what is needed. e. Operational and Administration Framework by Judy Stubbs and Tom Jennings No presentation was made and more clarification was given as to what is needed. f. Get a volunteer for Plan Update Process All individuals are going to research different update processes for the plan, which will be presented at the next meeting. 2. Residential Water Audit by Judy Stubbs and Tom Jennings No presentation was made and more clarification was given as to what is needed. 3. Commercial Water Audit by Sean Benedict and Nathan Cobb No presentation was made and more clarification was given as to what is needed. Approve Updates and Changes to Communications and Outreach Plan There was a motion by Aron and a second by Sean to approve the communication and outreach plan. Approve Updates and Changes to the Work Plan There was a motion by Tom and a second by Sean to a approve the communication and outreach plan. The motion passed with a voice vote of 4-0, with Jonathon and Aron being absent. 6. Approve the meeting dates for 2024 Tom made a motion to meet on the fourth Wednesday of the month until further notice. Sean seconded and the motion passed 4-0, with Jonathon and Aron being absent. OPEN COMMENTS 7. Land and Water Summit Tom talked about the Land and Water Summit and handed out material to advise the commit about a training opportunity. ADJOURN Meeting was adjourned at 5:53 p.m. with the next meeting to be held on March 27, 2024, at 4:00 p.m at City Hall. 2
