Regular Meeting of the Drought Contingency Task Force

Notice of this meeting was given to the public in compliance with Section 10-15-1
through 10-15-4 NMSA 1978 and Resolution 24-02.
CALL TO ORDER
Meeting was called to order at 4:06 P.M. by Water Conservation Specialist Chantel
Longway.
President Judy Stubbs was absent with no vice chair, so an acting chair was needed.
Tom Jennings made a motion to make Aron acting president. Nathan made a second. A
voice vote of 5-0 passed, with Judy, Jonathon, and Sean being absent.
ROLL CALL
Members present: Tom Jennings (Residential Consumer), Aron Balok (Pecos Vally
Conservancy District), Nathan Cobb (Commercial Consumer), Todd DeKay (ENMU-R)
Darrell Johnson (City Councilor), and Water Conservation Specialist Chantel Longway
Members absent: Jonathon McGary (Supervising Ranger, Bottomless Lakes State
Park- Ex Officio Member) and Judy Stubbs (Residential Consumer), and Sean Bendict
(Roswell Independent Schools).
Guest Present: USBR WaterSmart Grant, Officers Technical Representative Rick
Young, Amalia Martinez (City Clerk) and Planning and Zoning Merideth Hildreth
APPROVAL OF AGENDA
Todd made a motion to a approve the agenda, with a second from Nathan. Aron asked
for a voice vote and the approval of the minutes passed with a voice vote of 5-0, with
Jonathon, Judy, and Sean being absent.
APPROVAL OF MINUTES FROM MARCH 27, 2024
Nathan made a motion to approve the minutes, with a second from Darrell. Aron asked
for a voice vote and the approval of the minutes passed with a voice vote of 5-0, with
Jonathon, Judy, and Sean being absent.
NON-ACTION ITEMS

The following items were proposed as response actions:

2. Operational and Administration Framework by Judy Stubbs and Tom Jennings
This was postponed to the following meeting.
3. Plan Update Process from all
The plan should be updated every five years.
4. Residential Water Audit by Judy Stubbs and Tom Jennings
This postponed to the following meeting.
5. Commercial Water Audit by Sean Benedict, Nathan Cobb, and Todd DeKay
Nathan stated to reduce water at Kymera they could implement a shower rotation,
and close down non-essential bathrooms. The rest of the water usage for Kymera
would be considered essential. Sean and Todd’s reports were postponed until the
following meeting.
6. Survey results
The survey results were supplied to the task force.
7. Well Monitoring System Update
The well monitoring system is in and just needs to be installed. The system should
be installed within the next few weeks and if it works as designed three more should
follow.
8. List of Main Users
A list of main users was presented to the task force. The task force suggested to get
a current list within the same month.

A motion was made by Nathan to approve the Work Plan, with a second from Todd.
The Work Plan passed with a voice vote of 5-0 with Jonathon, Judy, and Sean being
absent.
10. Change meeting date to Tuesday or Thursday
A motion was made by Todd to change the meeting dates from the fourth
Wednesday to the Second Tuesday of every month. A second was made by Tom
and the motion passed with a voice vote of 5-0, with Jonathon, Judy, and Sean
being absent.
ADJOURN
Meeting was adjourned at 5:35 p.m. with the next meeting to be held on Tuesday, May
14, 2024, at 4:00 P.M. at City Hall.

1. Overview of Drought Contingency plan
a. Drought Monitoring by Judy Stubbs
Judy explained that we have been monitoring drought with the state drought
monitoring system. Robert advised we are getting a well monitoring system
installed soon to show the recharge rate of the wells.
For the record Todd arrived at 4:17 p.m, and Nathan arrived at 4:28 p.m.
b. Vulnerability Assessment by Sean Benedict
Sean Benedict discussed the issues of 1) lowering the water table which

affects agricultural economy and causing people's wells to go dry 2) Stressing
the urban forest and causing trees to die or become diseased throughout the
municipal area. This would have an aesthetic and an economic impact 3)
Increased risk of fire due to dry accumulation of vegetation, possibly
enhanced by dead and/or dying trees 4) Increased risk of negative wildlife
encounters in the city due to lack of forage 5) Excess stress on athletic
facilities, parks, school grounds, and private facilities, resulting in economic
loss and reduced opportunity for our children to exercise and compete, 6)
Disadvantage the local economy in competition for tourist dollars, new move-
ins, and economic development, and 7) the rising temperatures.
c. Mitigating Action by Aron Balok
Aron was absent. Water Conservation Specialist Chantel Longway presented
for Aron. Chantel advised the ultimate goal is to reduce the average daily
water consumption by the individual consumer.
d. Response Actions by Aron Balok, Sean Benedict, and Tom Jennings
No presentation was made and more clarification was given as to what is
needed.
e. Operational and Administration Framework by Judy Stubbs and Tom
Jennings

f. Get a volunteer for Plan Update Process
All individuals are going to research different update processes for the plan,
which will be presented at the next meeting.
