Special Finance Committee Meeting City Hall – Large Conference Room 425 N. Richardson Monday, May 9, 2022 Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4 NMSA 1978 and Resolution 22-14. ROLL CALL The meeting convened at 4:00 p.m. with Chairman Corn presiding; Councilors Heldenbrand and Perry present and Councilor Foster being absent. Staff present: Joe Neeb, Juan Fuentes, Mike Matthews, Juanita Jennings, Janie Davies, Renee Trujillo, Abraham Chaparro, Debbie Reyer Guests present: Councilor Juliana Halverson (via GoToMeeting), Juno Ogle (Roswell Daily Record, via GoToMeeting), Larry Connolly, Terry Haley (via GoToMeeting), Rita Kane-Doerhoefer (via GoToMeeting) APPROVAL OF THE AGENDA Councilor Perry moved to approve the May 9, 2022 Special Finance Committee meeting agenda as presented. Councilor Heldenbrand was the second. A voice vote was 3-0 and the motion passed with Councilor Foster being absent. NON-ACTION ITEMS Review and discussion of reports as part of the budget process for the Fiscal Year 2023: Ms. Davies and Mr. Fuentes presented information on how the City of Roswell prepares its municipal budget. The following areas were specifically discussed with the Committee and City Manager Joe Neeb: • Personnel Projections • Operating Projections • Franchise Fees • Capital Outlay PUBLIC PARTICIPATION Ms. Kane-Doerhoefer asked about changes discussed in the meeting being available prior to the upcoming one.
