Special Finance Committee Meeting

Notice of this meeting was given to the public in compliance with Sections 10-15-1
through 10-15-4 NMSA 1978 and Resolution 22-14.
ROLL CALL
The meeting convened at 9:00 a.m. with Chairman Corn presiding; Councilor
Heldenbrand present; Councilor Perry participating via GoToMeeting, and Councilor
Foster being absent.
Staff present: Juan Fuentes, Mike Mathews, Juanita Jennings (via GoToMeeting), Janie
Davies, Renee Trujillo, Louis Najar, Kevin Maevers
Guests present: Councilor Jeanine Best, Councilor Cristina Arnold, Councilor Juan
Oropesa, Mike Espiritu (RCCEDC), Larry Connolly, Peggy Seskey (MainStreet
Roswell), Kim Wood (MainStreet Roswell), Molly Boyles (MainStreet Roswell), Michele
Massey (MainStreet Roswell), Rita Kane-Doerhoefer (via GoToMeeting)
NON-ACTION ITEMS
Review and discussion of reports as part of the budget process for the Fiscal Year
2023. The following items were discussed amongst staff and Committee members:
• Infrastructure and Streets project updates were provided by Mr. Najar.
Engineering staffing was also discussed.
• Ms. Boyles presented information on MainStreet Roswell’s funding and activities
and discussed the requested amount from the City in the upcoming fiscal year.
• Mr. Espiritu and Mr. Maevers discussed the Roswell-Chaves County Economic
Development Council and its budget and functions and the proposed amount
contributed from the City in the upcoming fiscal year.

Discussion and recommendations of adjustments to the Preliminary Fiscal Year 2023
Budget. Mr. Fuentes, Ms. Davies and other members of staff discussed the reasoning
and proposed changes for the FY23 preliminary budget. Subjects included the Fire
Department’s overtime budget, the City’s contracts and agreements with various entities
including the Boys & Girls Club, and the Police Department’s current vacancies and
payroll budget.
MOTION: Councilor Heldenbrand moved to direct staff to make the following changes to
the FY23 Preliminary Budget:
• Increase contribution to MainStreet Roswell to $60,000.
• Increase contribution to Hispano Chamber of Commerce to $50,000.
• Increase contribution to RCCEDC to $150,000.
• Add the listing for the vacant position for an engineer back on to the City’s
website.
• Increase the budget to allow for an increase of five (5) new police officer
positions, as well as the same amount of needed equipment, for the Roswell
Police Department.
Councilor Perry was the second. A voice vote was 3-0 and the motion passed with
Councilor Perry participating via GoToMeeting and Councilor Foster being absent.
PUBLIC PARTICIPATION
Larry Connolly discussed the engineering position, roads, the Airport Advisory
Committee, an increase in GRT, and the Sewer Department and enterprise fund.
