Regular Meeting of the General Services Committee
Held in the Conference Room at City Hall
June 23, 2015
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-
15-4 NMSA 1978 and Resolution 14-36.
ROLL CALL
The meeting convened at 4:00 p.m. with Chairman Oropesa presiding, Councilors Mackey and
Sanchez present; Councilor Best was absent.
Staff present: Tim Williams, Damian Cheatem, Jonathan Phillips, Elizabeth Stark-Rankins, Kevin
Dillon and Laurie Jerge.
APPROVAL OF AGENDA
Councilor Mackey moved to approve the June 23, 2015 regular General Services Committee
Meeting Agenda as presented. Councilor Sanchez was the second. A voice vote was unanimous
and the motion passed; Councilor Best was absent.
REGULAR ITEMS
None
NON-ACTION ITEMS
Update regarding the South Park Cemetery and Veteran’s Cemetery. Mr. Williams gave an
update on the South Park Cemetery and Veteran’s Cemetery. The South Park Cemetery is 210
acres. Half of the 210 acres are occupied. Mr. Williams shared statistics concerning the
2014/2015 year budget and 2014/2015 year interments. The projects that are being worked on
include the Veteran’s Cemetery gazeebo and the installation of a new mobile lowering device.
Update on the Yucca Center. Ms. Jerge gave an update on the Yucca Center. Participants and
revenue numbers are down from last year due to the closure of two towers. The roof continues
to leak and is in dire need of repair. The Yucca Center has a new program – Kids Kicking it at
Carpenter Park. A new fee schedule has been implemented and the rates increased. Councilor
Mackey discussed having a Workshop to discuss a solution for the Yucca Center.
Update regarding the use of athletic fields. Mr. Cheatem gave an update on the use of the
athletic fields. He said the leagues maintain the fields and the City waters and mows.
Discuss Capital Outlay projects. Mr. Phillips discussed the Capital Outlay projects. The Capital
Outlay projects funded from the special legislative session include: install splash pad in parks
and cemetery road improvements.
PUBLIC PARTICIPATION
James Edwards, Vice President of the Roswell Youth Football League, expressed his concerns
with Stiles Field. Mr. Edwards and Mr. Barreto, President of the RYFL, asked what the process
would be to turn Stiles Field into a football only field. Mr. Phillips said Stiles Field will be added
as non-action item on the next General Services meeting.
