Regular Meeting of the General Services Committee
Held in the Conference Room at City Hall
July 28, 2015
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-
15-4 NMSA 1978 and Resolution 14-36.
ROLL CALL
The meeting convened at 4:00 p.m. with Chairman Oropesa presiding, Councilors Mackey and
Sanchez present; Councilor Best being absent.
Staff present: Tim Williams, Damian Cheatem, Jonathan Phillips, Jetta Miles, Kevin Dillon, Bill
Morris and Jim Burress.
APPROVAL OF AGENDA
Councilor Mackey moved to approve the July 28, 2015 regular General Services Committee
Meeting Agenda as presented. Councilor Sanchez was the second. A voice vote was unanimous
and the motion passed with Councilor Best being absent.
APPROVAL OF MINUTES
Councilor Mackey moved to approve the minutes from the regular General Services meetings
of May 27, 2015 and June 23, 2015. Councilor Sanchez was the second and the motion passed
with Councilor Best being absent.

For the record: Councilor Best joined the meeting at 4:20 p.m.
NON-ACTION ITEMS
Update regarding the South Park Cemetery and Veteran’s Cemetery. Mr. Williams gave an
update on the South Park Cemetery and Veteran’s Cemetery. The gazebo concrete pad has been
poured. Future projects when funded, will include additional access to cemetery roads, fence
bordering, drainage and landscaping retention pond. The cemetery has purchased a new
lowering device to better accommodate casket burials.
Update regarding special events and recreation. Mr. Williams gave update on events. New
updates for 2015/2016 include a 5k run around and through the golf course in October or
February, breakfast with Santa in December and Daddy Daughter Dance in February. The soccer
league for 3-11 year olds was moved from outdoors to indoors.
Update regarding the use of athletic fields. Mr. Phillips gave an update on the use of athletic
fields. Mr. Williams discussed policies and procedures for the use of athletic fields. The athletic
field policy will be on the next agenda of the General Services Meeting as regular item.
Discuss observed City of Roswell holidays. Mr. Phillips discussed current holidays observed by
the City of Roswell. The City of Roswell currently observes eight holidays per year which is the
lowest in the region. Staff would like to recommend adding Veterans Day and Christmas Eve to
the observed holidays. The number of holidays that are recognized in the state of New Mexico
range from 8-14.
