Regular Meeting of the General Services Committee
Held in the Conference Room at City Hall
August 25, 2015
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-
15-4 NMSA 1978 and Resolution 14-36.
ROLL CALL
The meeting convened at 4:00 p.m. with Chairman Oropesa presiding, Councilors Mackey and
Best present with Councilor Sanchez being absent.
Staff present: Tim Williams, Jonathan Phillips and Sylvia Casarez.
Guests present: Eva Tellez and James Edwards
APPROVAL OF AGENDA
Councilor Best moved to approve the August 25, 2015 regular General Services Committee
Meeting Agenda as presented. Councilor Mackey was the second. A voice vote was unanimous
and the motion passed with Councilor Sanchez being absent.
APPROVAL OF MINUTES
Councilor Best moved to approve the minutes from the regular General Services meetings of
July 28, 2015. Councilor Mackey was the second and the motion passed with Councilor Sanchez
being absent.
PUBLIC PARTICIPATION
Eva Tellez had concerns pertaining to water property disclaimers. After discussion between staff
and Committee members, Ms. Tellez indicated she was content with information given to her.
REGULAR ITEMS
Parks and Recreation Field Allocation Policies and Procedures. Mr. Williams discussed new
policies and procedures. The City of Roswell has several parks with athletic fields that are used
by various youth leagues and organizations. In the past, fields have been allocated to designated
leagues by a designated staff member from the Parks and Recreation Department. The
proposed field allocation policies and procedures will better organize the allocation process. It
will assist in holding both the Parks and Recreation Department and the youth league
organization accountable when using the park amenities. Councilor Best moved to approve the
Parks and Recreation Field Allocation Policies and Procedures. Councilor Mackey was the
second. A voice vote was unanimous and the motion passed with Councilor Sanchez being
absent.
The addition of Veteran’s Day and Christmas Eve to the observed City of Roswell holidays. Mr.
Phillips discussed observed City of Roswell holidays. The City of Roswell currently observes eight
city holidays per year. In comparison with our benchmark entities within our area. Staff would
like for the General Services Committee to consider the addition of two holidays, Veteran’s Day
and Christmas Eve. Councilor Mackey moved to approve the addition of Veteran’s Day and
Christmas Eve to the observed City of Roswell holidays. Councilor Best was the second. A voice
vote was unanimous and the motion passed with Councilor Sanchez being absent.
