Regular Meeting of the Infrastructure Committee Held at the Roswell Convention Center April 18, 2016 Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10- 15-4, NMSA 1978 and Resolution 15-56. ROLL CALL The meeting convened at 4:00 p.m. with Chair Best presiding and Councilors Oropesa, Sanchez and Grant being present. Staff Present: Louis Najar, Kevin Dillon and Bill Morris Guests Present: Larry Connolly and Councilor Foster APPROVAL OF AGENDA Councilor Grant moved to approve the April 18, 2016 regular Infrastructure Committee Meeting Agenda as presented. Councilor Sanchez was the second. A voice vote was unanimous and the motion passed. APPROVAL OF MINUTES Councilor Grant moved to approve the February 16, 2016 minutes for the regular Infrastructure Committee Meeting. Councilor Oropesa was the second. A voice vote was unanimous and the motion passed. NON-ACTION ITEMS City Project Updates. Mr. Najar briefed the committee on selected projects current and upcoming. Projects that are being advertised on May 1st and open bids on May 24th include: Museum Bridge, Sewer Manhole Rehab and Kerr Pump Station Valves. The recreation center design is underway, initial meetings were completed in March with Huitt Zollars. Sewer upgrade performed by city crews on N. Sycamore-College to 19th Street has been completed. ICIP Refresher. Last year’s Infrastructure Capital Improvement Plan (ICIP) focused on a strategy to address infrastructure needs. Five projects were submitted and all five projects received some funding. Last year’s 2017-2021 plan is a straight forward attempt to address some of the critical infrastructure needs for Roswell. REGULAR ITEMS XCEL Easement. XCEL Energy has requested an easement, in which XCEL will construct electrical transmission improvements across City of Roswell property. All associated costs are to be borne by XCEL. XCEL’S monetary offer for easement rights is $16,050. An additional $745 is offered as temporary construction work space permit. All easement and plat will be per State statutes and filed by XCEL. Councilor Grant moved to send to full City Council XCEL Easement. Councilor Sanchez was the second. A voice vote was unanimous and the motion passed. Citywide striping Award. Mr. Najar discussed the citywide striping award. Maintenance of citywide striping pavement markings requires annual restriping. The city has 650,000 linear feet of striping. This work is annually performed by utilization of New Mexico General Services Statewide Striping Agreement. Statewide Striping Agreement 60-80500-16-13992 was awarded to Highway Supply on March 9, 2016. Estimated cost is $67,080 which does include 7.5% gross receipts tax. Councilor Grant moved to send to consent agenda the Citywide striping Award. Councilor Sanchez was the second. A voice vote was unanimous and the motion passed.
