MINUTES OF THE KEEP ROSWELL BEAUTIFUL BOARD Via GoToMeeting or City Hall January 30, 2023 - 12 p.m. Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4 NMSA 1978 and Resolution 22-14 A. Call To Order Board Member Donna Daniel called meeting to order at 12:09 p.m. B. Roll Call Members Present: Donna Daniel, Marie Manning, and Melissa Urias via GoTo Meeting Members Absent: Matt Pacheco, Megan Cederberg Staff Present: Kathy Lay Guests Present: Terri Harber C. Approval of Agenda for January 30, 2023 and Minutes from November 28, 2022 Meeting 1. Member Manning motioned to approve the agenda for the January 30, 2023 KRB Board meeting and to approve the minutes from KRB Board meeting for November 28, 2022, Member Urias was the second. A voice vote was as follows: Members Daniel-yes, Manning-yes, Urias-yes and the motion passed 3-0 with Members Daniel, Manning, and Urias participating via GoToMeeting; and Member Pacheco and Cederberg being absent. For the record Member Megan Cederberg arrived at 12:11 p.m.. D. Information Items 2. Staff program coordinator Lay discussed her upcoming trip to Santa Fe where she will share information about the KRB program with legislators and guests at Touris Day. Board member asked about possibility of future attendance of events. Lay will ask about this. 3. Most recent plans were shared regarding the planned clean-up in the Chihuahuita neighborhood (planed for Feb. 18, 2023) by Kathy Lay. 4. Kathy Lay reported that she will be attending the Keep America Beautiful national conference Feb. 19-24, 2023. Board asked her to share photos and ideas gleaned. 5. Lay reported that Arbor Day seedling giveaway has been confirmed to be held April 8, 2023 at the Spring river Zoo park from 9-11 am as an in-person event this year. 6. It was reported by Lay that 10 youth clean-ups have been completed so far, with the plan to do another 10 (minimum) or more. Lay also reported that it opened another opportunity to speak to students – this time at Sydney Gutierrez Middle School. 7. Update was given by Lay on the Clean & Beautiful To-Go Cart. The trailer has been purchased, picked up, and supplies have been purchased. Currently the wrap is in design. 8. Lay shared graphics and status of plans for the upcoming litter prevention campaign “Nature is watching you! #LeafNoLitter.” Board members suggested adding t-shirt with design to further expand the campaign impact. 9. Lay asked board members to share any ideas they may have for possible grant funded projects for FY24. Possible ideas of adding artistic trash receptacles to the Cahoon Park beautification project. E. Public Comments  Member Manning asked about the Butterfly Mural – Lay reported that the panels finally were in stock and picked up by the artists – he is painting the mural currently.  Board discussed adding a vote for board chair and vice-chair as action items to February board meeting.  Board requested list of Clean and Beautiful Grant goals and objectives to help with ideas for future grant projects. Non-Action Items – none G. Information Items 2. Kathy Lay shared that the KRB budget adjustment request was approved by City Finance and City Council to include full grant amount as revenue, increasing the KRB budget to $74,109.44. She explained that an additional resolution by City Council may be needed still to finalize the budget adjustment. 3. A report of stats and outcomes of the Nov. 5, 2022 Chihuahuita Neighborhood Community Clean-up was given by Kathy Lay. 4. The invite to a meeting of Chihuahuita residents to discuss future clean-up and neighborhood needs was shared (Dec. 9, at 9:00 a.m. at Boys and Girls Club). Kathy Lay also said there are two additional clean-ups planned for Chihuahuita. One in January and one in February – no date set at this time. 5. It was reported that five youth clean-ups have been completed so far, waiting to hear back if a sixth was completed, as planned, over Thanksgiving weekend. 6. It was announced that the December KRB Board meeting will be canceled due to schedule conflicts and City office closure over the Christmas holidays and that the next KRB Board meeting will be January 30, 2023. H. Public Comments  Member Manning said for future clean-ups it would be helpful to order thicker trash bags.  Member Daniel suggested submitting the annual report statistics to the Roswell Daily Record to let the community know how much was accomplished for FY23.  KRB board discussed bringing food/snacks for the 2023 KRB Board Meetings. They said they enjoyed eating at the meeting since it occurs during the lunch hour.  KRB board discussed roles for various members and possible changes that would be helpful for 2023. I.
