MINUTES OF THE OCCUPANCY TAX BOARD MEETING
Tuesday, April 17, 2018
Regular Meeting 2:30 P.M.
CALL TO ORDER AND WELCOME – The regular meeting of the Occupancy Tax Board
convened at 2:32 p.m.
ROLL CALL
Members Present: Kerry Moore, Roxanne Slayton, Jill Cleveland
Members absent: Jim Fielding, Elaine Dotts
A quorum was present.
Staff Present: Allison Gray, Tourism & Event Manager
Others Present: Lorual Van Rheenen, representative of Tour de Ocho Millas, Molly Boyles,
representative from MainStreet Roswell, Janet Sanders, representative from Pecos Valley
Potters Guild, Elaine Mayfield, representative from Rio Pecos Kennel Club, Carolyn Mitchell,
representative from Pecos Valley Quilters, Ann Dunn, representative from Pecos Valley
Quilters, Rita Kane Doerhoefer, citizen, Paige Berry, representative from Roebuck
Entertainment, Adriann Ragsdale, representative from ENMSF, Larry Hobson, representative
from ENMSF, Marilyn Cozzens, representative from RPKC, Margaret Lilly, representative
from Pecos Valley Quilters, and Paul Grieves, representative from Roswell Jazz Festival.
APPROVAL OF AGENDA – Ms. Moore motioned to approve the agenda. Ms. Slayton
seconded the motion. A voice vote was unanimous (3-0) and the motion passed with
members Fielding and Dotts being absent.
APPROVAL OF MINUTES – Ms. Moore motioned to approve the March 2018 OTB Meeting.
Ms. Slayton seconded the motion. A voice vote was unanimous (3-0) and the motion passed
with members Fielding and Dotts being absent.
PUBLIC COMMENTS - Ms. Kane-Doerhoeffer, a county resident, asked the OTB to
consider tabling the Roswell Christmas Railway Lodgers Tax application.
REGULAR ITEMS (Action Items):
1. Lodgers’ Tax Request – Tour de Ocho Millas
Ms. Moore introduced this funding request.
Ms. VanRheenen, a representative from the Tour de Ocho Millas presented the
request for Lodgers Tax funding.
There was discussion on the hotel room financials.
Ms. Slayton motioned to recommend to the Finance Committee $500 at a 50%
reimbursement rate. Ms. Moore seconded the motion.
A voice vote was unanimous (3-0) and the amended request passed with members
Fielding and Dotts being absent.
2. Lodgers’ Tax Request – PVQ Quilt Show
Ms. Moore introduced this funding request.
Ms. Mitchell, Ms. Dunn and Ms. Lilly, representatives from the Pecos Valley Quilters
presented the request for Lodgers Tax funding.
Ms. Slayton motioned to recommend to the Finance Committee $1,505 at a 50%
reimbursement rate. Ms. Cleveland seconded the motion. A voice vote was
unanimous (3-0) and the motion passed with members Fielding and Dotts being
absent.
3. Lodgers’ Tax Request – Chile Cheese Festival
Ms. Moore introduced this funding request.
Molly Boyles, a representative from MainStreet Roswell presented the request for
Lodgers Tax funding.
Ms. Slayton motioned to recommend to the Finance Committee $2,125 at a 50%
reimbursement rate. Ms. Cleveland seconded the motion.
A voice vote was unanimous (3-0) and the motion passed with members Fielding and
Dotts being absent.
4. Lodgers’ Tax Request – Rio Pecos Kennel Club Dog Show
Ms. Moore introduced this funding request.
Elaine Mayfield, a representative from Rio Pecos Kennel Club presented the request
for Lodgers Tax funding.
Ms. Slayton motioned to recommend to the Finance Committee $1,650 at a 50%
reimbursement rate. Ms. Cleveland seconded the motion. A voice vote was
unanimous (3-0) and the motion passed with members Fielding and Dotts being
absent.
5. Lodgers’ Tax Request – Roswell Christmas Railway
Mr. Moore introduced this funding request.
Paige Berry, a representative from Roebuck Entertainment presented the request for
Lodgers Tax funding.
Ms. Slayton motioned to recommend to the Finance Committee $20,500 at a 50%
reimbursement rate. Ms. Cleveland seconded the motion.
A voice vote was unanimous (3-0) and the motion passed with members Fielding and
Dotts being absent.
6. Lodgers’ Tax Request – Roswell Jazz Festival
Ms. Moore introduced this funding request.
Ms. Grieves, a representative from Roswell Jazz Festival presented the request for
Lodgers Tax funding.
Ms. Slayton motioned to recommend to the Finance Committee $5,000 at a 50%
reimbursement rate. Ms. Cleveland seconded the motion.
A voice vote was unanimous (3-0) and the motion passed with members Fielding and
Dotts being absent.
7. Lodgers’ Tax Request – Pecos Valley Potters Guild Art Sale
Ms. Moore introduced this funding request.
Ms. Sanders, a representative from Pecos Valley Potters Guild presented the request
for Lodgers Tax funding.
Ms. Slayton motioned to recommend to the Finance Committee $1,245 at a 50%
reimbursement rate. Ms. Cleveland seconded the motion. A voice vote was
unanimous (3-0) and the motion passed with members Fielding and Dotts being
absent.
8. Lodgers’ Tax Request – Eastern New Mexico State Fair
Ms. Moore introduced this funding request.
Jared Hembree, a representative from Eastern New Mexico State Fair presented the
request for Lodgers Tax funding.
Ms. Slayton motioned to recommend to the Finance Committee $35,000 at a 50%
reimbursement rate. Ms. Cleveland seconded the motion. A voice vote was
unanimous (3-0) and the motion passed with members Fielding and Dotts being
absent.

10. Reports
The Lodgers Tax reports were reviewed.

Ms. Moore motioned to adjourn. Ms. Slayton seconded the motion.
A voice vote was unanimous (3-0) and the motion passed with members Fielding and Dotts
being absent.
