CALL TO ORDER The meeting was called to order at 2:33 p.m. B. ROLL CALL Members present: Kerry Moore, Sandra England, Jane Ann Oldrup, Patricia Andrade- Loranca. Members absent: D Bhakta Staff present: Juanita Jennings, TJ Conyers, Guests present: Rita Kane-Doerhoefer, Barbara Gomez, Rob Coon, Adriann Ragsdale, Leslie Robertson, Bernarr Treat, Joe Forchtner C. APPROVAL OF AGENDA Member Oldrup moved to approve the agenda as presented. Member England was the second. A voice vote was as follows: Kerry Moore – Yes; Sandra England– Yes; Jane Ann Oldrup- Yes; Patricia Andrade-Loranca- Yes and the motion passed 4-0 with Member D Bhakta being absent. D. APPROVAL OF THE MINUTES 1. Member England moved to approve the February 21, 2023 meeting minutes as presented. Member Oldrup was the second. A voice vote was as follows: Kerry Moore – Yes; Sandra England– Yes; Jane Ann Oldrup- Yes; Patricia Andrade- Loranca- Yes and the motion passed 4-0 with Member D Bhakta being absent. E. ACTION ITEMS 1. Lodgers' Tax Funding Request: Roswell Alien City Dragway- Rob Coon presented the Alien City Dragway funding request. Member England moved to approve the Lodgers' Tax Funding Request: Roswell Alien City Dragway as presented to be sent to Finance Committee. Member Oldrup was the second. A voice vote was as follows: Kerry Moore – No; Sandra England– Yes; Jane Ann Oldrup- Yes; Patricia Andrade-Loranca- Yes and the motion passed 3-1 with Member D Bhakta being absent. For the record- Member Sandra England left the meeting at 3:00 p.m.. 2. Lodgers' Tax Funding Request: 2023 Wool Bowl – Joe Forchtner presented the Wool Bowl funding request Member Oldrup moved to approve the Lodgers' Tax Funding Request: 2023 Wool Bowl as presented to be sent to Finance Committee. Member Andrade-Loranca was the second. A voice vote was as follows: Kerry Moore – Yes; Jane Ann Oldrup- Yes; Patricia Andrade-Loranca- Yes and the motion passed 3-0 with Members D Bhakta and Sandra England being absent. 3. Lodgers' Tax Funding Request: Eastern New Mexica State Fair- Adriann. Ragsdale presented the Eastern New Mexico State Fair funding request Member Oldrup moved to approve the Lodgers' Tax Funding Request: Eastern New Mexica State Fair as presented to be sent to Finance Committee. Member Andrade-Loranca was the second. A voice vote was as follows: Kerry Moore – Yes; Jane Ann Oldrup- Yes; Patricia Andrade-Loranca- Yes and the motion passed 3-0 with Members D Bhakta and Sandra England being absent. 4. Lodgers' Tax Funding Request: Roswell Hispano Chamber of Commerce-Piñata Festival- Juanita Jennings presented the Piñata Festival funding request Chair Moore moved to approve the Lodgers' Tax Funding Request: Roswell Hispano Chamber of Commerce-Piñata Festival to be sent to the Finance Committee in the amount of $0. Member Andrade-Loranca was the second. A voice vote was as follows: Kerry Moore – Yes; Jane Ann Oldrup- Yes; Patricia Andrade-Loranca- Yes and the motion passed 3-0 with Members D Bhakta and Sandra England being absent. 5. Lodgers' Tax Funding Request: MainStreet Roswell-AlienFest- Barbara Gomez Presented the AlienFest funding request Member Oldrup moved to approve the Lodgers' Tax Funding Request: Roswell AlienFest to be sent to Finance Committee in the amount of $28,476. Member Andrade-Loranca was the second. A voice vote was as follows: Kerry Moore – No; Jane Ann Oldrup- Yes; Patricia Andrade-Loranca- Yes and the motion passed 2-1 with Members D Bhakta and Sandra England being absent. 6. Lodgers' Tax Funding Request: Roswell Symphony Orchestra- Bernarr Treat presented the Roswell Symphony Orchestra funding request Member Oldrup moved to approve the Lodgers' Tax Funding Request: Roswell Symphony Orchestra as presented to be sent to Finance Committee. Member Andrade-Loranca was the second. A voice vote was as follows: Kerry Moore – Yes; Jane Ann Oldrup- Yes; Patricia Andrade-Loranca- Yes and the motion passed 3-0 with Members D Bhakta and Sandra England being absent.  F. NON-ACTION ITEMS 1. Discussion on the OTB Process: Juanita Jennings briefly explained the processes of Occupancy Tax Board. 2. Reports; Lodgers' Tax/Convention Center Collections for December report/January Collections: Juanita Jennings, the city’s representative for the board, discussed the Lodgers’ Tax and Convention Center fee reports for March 2023 collections. February 2023 activity. The city reported collecting $98,450 in Lodgers’ Tax fees and $53,238 in Convention Center fees during the month of February/March activity, bringing the fiscal year totals to $959,398 and $532,957, respectively. 3. Updated Policy- PA0002- Lodgers’ Tax Event Use- : Juanita Jennings briefly explained the changes to the Lodgers’ Tax Event Use Policy PA0002 G. PUBLIC COMMENT None. H.
