Parks and Recreation Commission Meeting March 31, 2014 6pm Members Present: Bob Edwards, James Edwards, Roy Gunn, Jim Waldrip, JaneAnn Oldrup, Mandy Owens Others Present: Pam Boyd, Damian Cheatem, Barry Mathison, Elaine Mayfield, Cathrine Green, Savino Sanchez, Geo T Elkins Jr., Larry Connelly, Tabitha Denny, Jason Perry The Parks and Recreation Commission meeting was held at the Parks and Recreation Conference room and called to order at 6:02 pm by Bob Edwards. Roy Gunn motioned to approve the agenda Mandy Owens seconded and all were in favor with the change Bob Edwards made #8 to Commission Vacancy Consideration. Mandy Owens motioned to approve the February 24, 2014 minutes, JaneAnn Oldrup seconded and all were in favor. Community Comments Pam Boyd wanted to clarify that the juniors play at Noon Opt and Lions Hondo. They pay $25.00. She didn’t feel she had to waive any fees; If Eastside wants to have juniors they don’t need to bash Lions Hondo. James goes by what Eastside tells him the money goes into a pot and they split it up. Keith Pasely spoke about the Roswell Adult Center, he was told he had to pay to play billiards he received 3 letters from Sheila Mcknight stating he has to pay $1 a day or $5 a month. She offered to let him clean the tables to pay for his fee. He asked the Commission to look at the issue he feels its discrimination against low income families. Elaine stated that the adult center is trying to give Mr. Pasley options. Bob Edwards stated that he will speak to Sheila McKnight to see where the issue stands. -Citizen on behalf of Del Norte Park Bob Edwards spoke on behalf of the issue which is trash from the field blowing into his yard. Citizens -Dog Park Opening April 26, 2014 Elaine stated it will be at 9 am -Missouri Ave Park opening May 9, 2014 The Missouri Ave Park Will have its grand opening at 9:30 am on May 9, 2014 and the kids will be there for the opening. -Commission vacancy consideration Dwain Browns period is over so that seat is still opened and JaneAnn would like to continue to be on the commission. -Amend Softball Complex Usage Bob stated that commission and staff made the decision to make it a play only do to there not being anyone to clean after teams practice. Jason Perry has been getting calls and texts about teams not having any where to practice. Jason feels like one decision has a domino effect. There are 31 teams trying to practice on 3 fields. Coaches have to cancel their practices. Mr. Perry feels we can’t just lock a place up and think there’s no effect. There are Baseball teams, Softball teams, and Soccer teams all trying to practice in the same fields. Jason Perry is asking if there not willing to unlock the gate to please help find another solution. Barry Mathison feels that it is a big expense to have the fields locked up and then getting it ready for opening day. Noon Opt was a play only field and now they allow practice it is faster to get the fields play ready now. Mr. Mathison stated he would like more green grass in the parks. Barry Mathison feels that a 1.6 million dollar field should not go unused for the majority of the year. Savino Sanchez stated that it is going to depend on whos practicing not all people will clean up. Jason Perry stated he would just like a solution just because the Softball complex is new it shouldn’t be locked up that’s like locking up the Missouri Ave Park when it is done. Bob stated to give the issue to staff. James Edwards made a motion to leave agreement as is Mandy Owens seconded it all in favor. Unfinished business None New Business Soccer field needs to have more than 2 porta potties. The league doesn’t open up the restrooms by the concession. Damian will talk to the league. Savino Sanchez also asked to get lights out at Martin Luther, Jason Perry stated to talk to Larry fry The next Parks and Recreation Commission meeting was scheduled for April 28, 2014 pm at 6pm. The meeting was adjourned at 7:43 pm.
