Commission Minutes
Monday January 26, 2015
I. Call to order
Chair, Bob Edwards, called the January 26, 2015 meeting to order
at 6:01pm.
II. In Attendance
The following were present:
Members: Bob Edwards, James Edwards, Mandy Owens, JaneAnn
Oldrup, Jim Waldrip, and Barry Mathison
Staff: Tim Williams Parks and Recreation Director, Lisa Rosales
Clerical Assistant, Elaine Mayfield Zoo Superintendent, Mike
Ramey Parks Supervisor, and Damian Cheatem Sports and
Technology Supervisor.
Guest: Ellie Fletcher, B.L Fletcher, and Larry Connolly
III. Agenda Approval
JaneAnn Oldrup made a motion, seconded by James Edwards, to
approve the agenda as presented. All were in favor, motion carried,
the January 26, 2015 agenda was approved.
IV. Minute Approval
Barry Mathison made a motion, seconded by JaneAnn Oldrup, to
approve the November minutes as presented, all were in favor,
motion carried, the November 24, 2015 minutes were approved.
V. Discussion on Trail Upkeep
Tim Williams stated Parks and Recreation has some funds to fix up
hazardous areas of the Spring River trail. The first area to fix is the
bridge where Spring River crosses over into the Bird Sanctuary. The
Spring River Trail also Has areas where the trail is uprooted. Ken
Smith will get bids for fixing the trail. Parks and Recreation will
now take care of the entire City’s green space.
VI. Update on Recreation Trail Program
Tim Williams referred to a map of the Trails. Jerry Janow submitted
an application to New Mexico DOT for Trail extension in the
amount of $530,000. The City has to pay for it upfront and then the
City will send in the application for reimbursement. Tim Williams
would like to name part of the Trail Jane Batson Trail. Strata
Corporation has donated $30,000 toward the Trail project.
VII. Fee Schedule
Mr. Williams handed out a draft 2015 Fee schedule with some
changes, Mr. Williams requested the Commissioners to take some time
to look it over and get with him for any questions. James Edwards
requested Mr. Williams start the new Fee Schedule at the beginning
of the year so all leagues start at the same time.
VIII. Parks and Recreation Presentation ideas for Council
Mr. Williams has been asked to do a presentation for the City
Council meeting and has asked the Parks and Recreation
Commissioners if they had anything they would like to have put in
the presentation. Mr. Williams mentioned that the February City
Council meeting will be at the Museum in the Bassett Center.

IX. Staff Updates
A. Yucca Recreation Center - Damian Cheatem
Damian Cheatem stated that he is now working at the Yucca
Recreation Center, he has made staff schedule adjustments to run
the center more efficient. He has made changes to the front to
make it more usable and welcoming. Damian is also working to
add more youth and adult leagues.
B. Changes at South Park Cemetery
About a month ago Tim Williams was put over the Cemetery. The
Sexton has been moved over to the Parks and Recreation office.
The Cemetery has been using Excel for the record keeping; Mr.
Williams is looking into some new software.
C. Summer in the park ideas
Mr. Williams stated that the Recreation Department is going to do
summer activities in the Parks in hopes to reach more children.
The department is looking into Carpenter Park to start the
program, and will be asking others to team up with the
department such as the Zoo, Police, Fire, Library and others.
D. South Main cleanup & tree removal – Mike Ramey
Mike Ramey stated that the Parks Department Golf Course, Zoo,
Cemetery, and Recreation have teamed up to help clean up. The
clean-up crew has finished the west side of Main St. and is
working on the East side of the street and will then go up the
median.
E. Mid-year budget request
Mid-year the departments put in what they need such as
employees, projects. The Parks and Recreation put in the request
for Aerator at Golf Course, re-installment of water lines and
irrigation valves through Melendez park, xeriscaping at Boys and
Girls Club, Forklift for Parks, and a Portable vector that is made
by Ditch Witch this will bypass the locates which can take 48
hours.
F. Youth sports group
Mr. Williams would like to get all the youth sports groups together
and work together to be more responsible for the fields.
G. Keep Roswell Beautiful
Keep Roswell Beautiful is a nonprofit 501C 3 however they are
not in good standings. The Department is looking at how much
the fees and penalties are going to be. This group will be
volunteers.
X. Other Business
Community Comments
B.L Fletcher (Cookie) He noticed a drop in Golf last year and would
like to know what the percentage of Golfers Roswell has. Jim
Waldrip shred 2 publications a written article and a book by Toby
Smith Bush League Boys.
XI. Unfinished Business
None
XII. Consider & Set Date for Next Meeting
The next Parks and Recreation Commission meeting was scheduled
for February 23, 2015 pm at 6:00 pm.
