MINUTES OF THE PARKS AND RECREATION COMMISSION
June 15, 2015
REGULAR MEETING 6:00 P.M.
Call to order
Chair, Bob Edwards, called the June 15, 2015 meeting to order at 6: p.m.
In Attendance
The following were present:
Members: Chair Bob Edwards, Vice Chair Mandy Owens, Barry Mathison, James Edwards, Jim Waldrip,
Jane Ann Oldrup, and Roy Gunn.
Staff Present included Parks and Recreation Director Tim Williams, Zoo Superintendent Elaine Mayfield,
Administrative Assistant Lisa Rosales, Will Cavin, Damian Cheatem, and Mike Ramey.
Guest: Councilor Juan Oropesa, Savino Sanchez Jr., Tommy Rincon, Corrine Oropesa, and Denna Garcia.
Approval of Agenda
JaneAnn Oldrup made a motion, seconded by Roy Gunn, to approve the agenda as presented. All were
in favor motion carried, the June 15, 2015.
Approval of Minutes
JaneAnn Oldrup made a motion, seconded by Mandy Owens, to approve the March 30, 2015 and April
27, 2015 minutes with the request to add more detail to minutes, all were in favor and motion carried,
the March 30, 2015 and April 27, 2015 minutes were approved.
Non-Action Items
2. Update on Cahoon Pool
Will Cavin stated as of June 15, 2015 they have completed 4 parties and has had a total of 2,073
swimmers. Mr. Cavin gave thanks to Dr. Clark, Shawn Schooley, Mr. Lilley and Eva Watley for all the help
with the lifeguards.
3. Update on Fee Schedule
Mr. Williams stated the fee schedule was approved in March and took effect June 1, 2015. The
department has already seen an increase of about $6,000 in golf revenue.
4. Update on Software
Damian Cheatem stated the website is up but hasn’t gone live. Staff is working together inputting
information onto the program.
5. Update on Cemetery
Mr. Williams stated the Veterans Cemetery Rules & Regulations are partially approved. The lowering
device has been ordered and a tamper is in the process of being ordered. Mr. Williams is also looking
into a volunteer program to assist people in finding grave sites when the office is closed.
6. Update the date and time of Parks and Recreation Commission meeting
Due to conflicting meetings the Parks and Recreation Commission meeting has been changed to the 3rd
Monday of the month at 6:00 p.m. in the Parks and Recreation meeting room.
7. Update on Cielo Grande Renovation
The athletic fields at the City’s Cielo Grande recreation area are being renovated in order to improve
the playing surfaces. The project to install new grass on the two main competition fields and boost the
quality of the existing grass on the outlying fields is to be completed in early September. Currently, the
east and west fields have been re-seeded with a high-performing Bermuda grass seed which is
germinating nicely. The work at the complex used for soccer and other events will be done by the City
Parks & Recreation Department. At this time, the park trail remains open to walkers and runners.
Regular Items
8. Vote on the support of the Girls Softball Field for practices and games.
Mr. Williams feels the fields should be opened up for practices and the leagues would need to get a
permit for field usage. After lengthy discussion between concerned citizens, leagues, and the Parks and
Recreation Commission on whether to open the fields up for practices as well as games Mandy Owens
made a motion, seconded by Barry Mathison to consider softball practice on fields and to add
scheduling, clean up, permit, rules, and fees on to the next scheduled meeting July 20, 2015, 6 were in
favor and 1 opposed, motion passed. Mandy Owens also made a motion seconded by JaneAnn Oldrup to
exclude all other sports practices except softball for practices on the Girls Softball Field, 4 were in favor
2 opposed, motion passed. James Edwards, Barry Mathison and Roy Gunn will have a report to
implement the rules at the next meeting.
