MINUTES OF THE PARKS AND RECREATION COMMISSION September 21, 2015 REGULAR MEETING 6:00 P.M. Call to Order Chair, Bob Edwards, called the September 21, 2015 meeting to order at 6:06 p.m. In Attendance The following were present: Members: Chair Bob Edwards, Vice Chair Mandy Owens, Barry Mathison, James Edwards, Jane Ann Oldrup, and Roy Gunn. Staff Present included Parks and Recreation Director Tim Williams, Recreation superintendent Laurie Jerge, Parks Superintendent Jim Burress, Zoo Superintendent Elaine Mayfield, and Administrative Assistant Lisa Rosales. Guest: Councilor Juan Oropesa, Christopher Birdsey with the Roswell Daily Record, and Larry Connelly Approval of Agenda Jane Ann Oldrup Made a motion, seconded by Barry Mathison, to approve the agenda as presented. All were in favor motion carried, the September 21, 2015 agenda was approved. Approval of Minutes Barry Mathison made a motion, seconded by Jane Ann Oldrup, to approve the July 2015 minutes as presented, all were in favor and motion carried, the July 20, 2015 minutes were approved. Non-Action Items 2. Summer Program Final Report- Laurie Jerge and Staff Superintendent Jerge reported a successful summer. When the Yucca Recreation Center closed parts of the building classes were moved to the Roswell Adult Center. The Adult Center had 4,000 visitors for the summer months. Youth programs had a great turn out soccer registered 125 kids while basketball had 200 kids, volleyball 190 kids, and Roswell Games 470. Kids Kickin’ it in Carpenter Park didn’t go as well hoped, the department will look at further option to possibly going to a different park. Parties on the River/ Fiesta Del Rio numbers were down due to program conflicts. 3. Mowing Contract Update- Jim Burress Jim Burress DGM Landscaping helped by doing multiple sites, now they are doing from Poe St. to the Base. The contract is coming due and Mr. Burress will work with Jennifer from the Airport who is down 3 employees to see what she will need DGM to help with. The Parks Department is now maintaining all the Park Properties. Jim has also started an audit of the mowing. 4. Turtle Run Update & Discussion- Bob Edwards Turtle Run was held on the 5th of September. For the last 5 years the race began at 5:30. Bob Edwards thanks the Parks and Recreation for all their help. The route will stay the same until further notice. 5. FYI Council Vote on Additional Recognized City Holidays- Tim Williams Tim Williams announced that City Council approved 3 additional paid holidays Martin Luther King Jr Day, Veterans Day and Christmas Eve. 6. Capital Improvement Update- Tim Williams The following has been approved for Capital Improvement 1. Playground Equipment: $79,000 for Capitan Park 2. Spectator Awning: $30,000 for Girls Softball Complex 3. Infrastructure Improvements: $75,000 for Zoo walkway 4. Infrastructure Improvements: $101,000 for the Zoo building this money is what Elaine Carried over from the previous year. 5. Roof Repairs: $28,000 for Cemetery Out Buildings 6. Splash Pad: $450,000 for Poe Corn Park 7. Tennis Court Resurfacing: $45,000 8. Playground Equipment: $25,000 for Bob Hall Park 9. Infrastructure Improvements: $75,000 for Bauman Field 10. Infrastructure Improvements: $75,000 for Eastside Little League 11. Street Repair: $150,000 for South Park Cemetery 7. New Procurement Limits- Tim Williams Mr. Williams reported that procurement limits had been raised to the following: 1. 0 - $4,999 best obtainable price 2. $5,000 - $14,999 three phone quotes 3. $15,000 - $59,000 three written quotes 4. Over $60,000 bid/RFP process 8. Update on Staff Reassignments- Tim Williams Mike Ramey, Parks Supervisor has been relocated to the Zoo until Ivan Schmidt Zoo Supervisor returns from knee surgery. Patrick Lopez, Parks Maintenance Worker II has been moved to take care of additional properties taken over by the Golf Course. Ardell Johnson Maintenance Worker I has been moved to take care of additional properties taken over by the Golf Course. Jose Sanchez, Maintenance Worker I has been moved from the Zoo to the Parks to help the Parks Division with the additional properties at the Zoo, Loveless and JC Parks. 9. Parks Update- Jim Burress Parks crew has been doing a lot of work at the Enchanted Lands Park to prepare to plant new trees. The new sign for Martin Luther King Park has come in. A Citizen has written a letter stating Cielo Grande has been growing great and has never looked better. All the trees by the Convention Center have been trimmed. 10. Zoo Infrastructure Improvement Update- Jim Burress & Elaine Mayfield With the help of Mike Ramey the Zoo is updating the irrigation system. The Zoo employees have also been repairing signs and fences. On the last inspection the Roswell Zoo scored 100% on animals got a ding on perimeter. As of August 2015 the Zoo will be closed on Tuesdays for infrastructure purposes. 11. 25 Year Tree City Award- Jim Burress Roswell is now a 25 Year Tree City the next closest city in NM is Cannon AFB and they are 17 years. 12. Update on NM State Award Nominations- Laurie Jerge Roswell Parks and Recreation leads the state for the most awards. Currently Roswell Parks and Recreation has 175 awards. This year we are submitting 10 awards 1. Lifetime Achievement Award: Kim Elliott – Roswell Parks & Recreation 2. Distinguished Professional: Elaine Mayfield – Roswell Parks & Recreation 3. Parks/Grounds Maintenance Award: South Park Cemetery – Roswell Parks & Recreation 4. Outstanding Volunteer: Judy Stubbs – Roswell Parks & Recreation 5. Facility Design Award: Charlie McVay Softball Complex – Roswell Parks & Recreation 6. Park/Trail/Bike Path Design Award: Altrusa Park - Roswell Parks & Recreation 7. Elected Officials Award: City Councilor Tabitha Denny Roswell Parks & Recreation 8. Group Citation Award: Altrusa Club of Roswell - Roswell Parks & Recreation 9. Individual Citation Award: Jim Lilley - Roswell Parks & Recreation 10. Commercial Citation Award: DGM Landscaping– Roswell Parks & Recreation Regular Items 1. Vote on Russ DeKay Contract Renewal- Tim Williams NMMI sent over a contract for the Russ DeKay however due to the fact Parks and Recreation no longer uses the field but still maintains it Tim Williams would like to discontinue the contract. Barry Mathison made a motion, seconded by James Edwards to ask the General Service Committee to continue the joint contract, all in favor motion passed. 2. Presentation on Spray Pad Rendering to Recommend Infrastructure- Tim Williams A spray pad will go in Poe Corn Park and will be just under 400,000 square feet. It will be fenced in, have benches and have lights. Mr. Williams has already put another spray pad  on the ICIP list. The spray pad will be on a 4 minute timer. The project will go to the Infrastructure Committee in October. Mandy Owens made a motion, seconded by Roy Gunn to go ahead with the spray pad, all in favor motion passed. 3. Vote on Possible Usage of C Field at Softball Complex- James Edwards James Edwards would like C Field at Softball Complex opened up for travel team practices. Mr. Williams stated that the allocation policy will go into effect January 1, 2016. Other Business Public Comments Gerina Piller who went to Goddard High School and learned to play golf here at the Nancy Lopez Golf Course at Spring River has won the Solheim Cup.
