Notice of this meeting was given to the public in compliance with section 10-15-1 through 10- 15-4

ROLL CALL
Meeting convened at 1:31 p.m. with Chief Matt Miller presiding. Board members present were Chief Phil
Smith, Deputy City Manager Mike Mathews as proxy for City Manager Joe Neeb, Mac Rogers proxy for
County Manager Bill Williams, Chaves County Emergency Manager Karen Sanders, and Mike Ray proxy
for Sheriff Mike Herrington. Not in attendance was Monte Baker.
There was some confusion as to if a meeting was to be held this month. It was discussed at the April
meeting to not hold a May meeting as Teri Best would not be available, however an agenda was posted
and a quorum present and a meeting was held.
Also attending according to the sign in sheet were: Jennifer Garcia, Jeff Bechtel, Randy Bunch, Dan
Fuller, Jeremy Kirkham, Duane Carroll, and Larry Connolly.

APPROVAL OF THE AGENDA
A motion by Mike Mathews was made to approve the agenda, seconded by Karen Sanders, and voted in
the affirmative.

A motion by Mike Mathews was made to approve the minutes, seconded by Chief Phil Smith, and voted
in the affirmative.
ACTION ITEMS
No action items were presented or discussed.
NON-ACTION ITEMS
Radio Update – Duane Carroll gave an update on the county-wide radio system. He stated tower crews
have been working. The progress at the Capitan tower has been slow due to the wind, however it is
90% complete with all equipment tuned up and ready. The Mesa tower also has dishes aligned and
equipment ready to go. The Dexter/Hagerman tower is at a standstill due to a breakdown with a piece
of machinery installing the equipment. He stated the County is still working on getting power to the
building and ensuring it is waterproof and secure. Code 3 plans to complete work at the Dunken site
next week. Most radios will need to be reprogrammed again once the new system is completely online.
PVRCC Operations Report: Jennifer Garcia stated a staff update and any additional information will be
updated at the June meeting. She stated the law enforcement part of Priority Dispatch kickoff will begin
on May 16th and run through the 19th with 4-hour sessions each day. Invites will be sent out later today.
Mike Mathews added that Teri Best had presented the budget at both City and County budget meetings
and once finalized and approved copies will be given to board members as required by the JPA.
CHAIR ANNOUNCEMENTS / REPORTS
None at this time.
PUBLIC PARTICIPATION
Larry Connolly asked about the status of new dispatch center moving to Area D at the County. Mac
Rogers stated the restrooms should be complete in the next couple of weeks. He stated a final
agreement with design professionals should be complete later this month and anticipated construction
to take about a year.
Next meeting is scheduled for June 1st, 1:30 pm, in the Sheriff’s Department Training Room
