Mr. Gwartney made the second. The motion passed by a vote of six to zero. MINUTES Mr. Carillo made a motion to approve the minutes from the September 30, 2014 meeting. Mr. Gross made the second. The motion passed by a vote of six to zero. SWEARING IN Chair Brown swore in the audience and Staff. INFORMATION ITEMS There were no information items. Ms. Childress made a motion to waive the reading of the ‘Land Use and Zoning Considerations’ and ‘Finding of Facts’ for the following case. Mr. Gwartney made the second. The motion passed by a vote of six to zero. Nunez Saenz, Eric and Elizbeth Garlinger, Manuel Luna/Owners. Mr. Jaramillo stated Staff had met with residents on October 15th to discuss the zoning designation. He stated the residents who had attended had been in favor of an R-2 District designation and that Staff supported it as well. Mr. Carrillo asked if the case would be heard by City Council and Mr. Jaramillo stated it would not. Mr. Najar stated the residents had been unanimous in their support of an R-2 District. Mr. Gross asked why the residents were invited to come together to discuss the case while members of the Commission were not allowed to look at the properties in person. Mr. Jaramillo stated it had not been an official hearing and was only a public meeting. He stated all owners had received notices and that they had been given an opportunity to not only ask questions but to voice any other concerns they might have. Mr. Najar stated it had been done for all PUDs which had undergone zoning designations. He stated the PUD would remain in effect and that the R-2 District would be an underlying designation. MOTION Mr. Gross made a motion to assign an R-2 District designation for Case 14-27 based on Findings of Facts and Land Use and Zoning Considerations. Ms. Childress made the second. The motion passed by a vote of six to zero. Non-Agenda and Public Comments: Mr. Gross asked Staff what procedures are in place for schools to obtain yellow flashing lights for their school zones. Mr. Najar stated the Roswell Independent School District issues the request and the City acts on that request. He stated a purchase requisition had just been signed for school zone lights to be installed at two local schools. Other Business: There was no other business.
