Regular Meeting of the Public Safety Committee
Held in the Conference Room at City Hall
December 5, 2016
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4
NMSA 1978 and Resolution 16-69.
ROLL CALL
The meeting convened at 4:00 p.m. with Chair Sandoval presiding; Councilors Mackey and Foster
present; Councilor Sanchez being absent.
Staff present: Mike Mathews, Jason Sweatfield, Rod Hogan, Elizabeth Stark-Rankins, Juanita
Jennings, Aaron Holloman, Jeff Bechtel, Monica Garcia, Mayor Kintigh and Phil Smith.
APPROVAL OF AGENDA and MINUTES
Councilor Foster moved to approve the December 5, 2016 regular Public Safety Committee meeting
agenda as presented and the minutes from the October 24, 2016 Public Safety Committee meeting.
Councilor Mackey was the second. A voice vote was unanimous and the motion passed with Councilor
Sanchez being absent.
REGULAR ITEMS
Proposed Ordinance 16-21 – Municipal Court Fines and Fees
City Attorney Aaron Holloman presented Proposed Ordinance 16-21, discussing the different fines and
fees issued through Municipal Court. Councilor Foster moved to send to full City Council Proposed
Ordinance 16-21 – Municipal Court Fines and Fees to advertise for a public hearing. Councilor Mackey
was the second. A voice vote was 2-1 with Councilor Sandoval voting no and Councilor Sanchez being
absent.
Purchase and/or lease of new server for the Police Department
Ms. Stark-Rankins presented the options on purchasing a new server for the police department, this
server is used by the Police, Fire and Pecos Valley Regional Communications Center. Funding this
purchase comes from within the three department’s current budgets. Councilor Mackey moved to send
to full City Council to approve the purchase of a new server for the Police Department. Councilor Foster
was the second. A voice vote was unanimous and the motion passed with Councilor Sanchez being
absent.
NON ACTION ITEMS
Police Recruitment Update
Mr. Mathews presented the latest staffing numbers for the police department and discussed plans
moving forward to recruit future police candidates. These plans include: bill boards, social media, fliers,
partnering with local businesses and schools, bus signs and West Texas recruitment trips.
