Regular Meeting of the Public Safety Committee Held in the Conference Room at City Hall August 2, 2017 Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4 NMSA 1978 and Resolution 16-69. ROLL CALL The meeting convened at 4:00 p.m. with Chair Sandoval presiding and Councilors Sanchez, Foster and Mackey being present. Staff present: Mike Mathews, Devin Graham, Phil Smith Karen Sanders, Michael Taylor, Michael Stanton, Becky Hicks, Monica Garcia, Todd Wildermuth. Guest present: None APPROVAL OF AGENDA and MINUTES Councilor Mackey moved to approve the August 2, 2017 regular Public Safety Committee meeting agenda as presented and the minutes from the May 22, 2017 Public Safety Committee meeting. Councilor Foster was the second. A voice vote was unanimous and the motion passed. REGULAR ITEMS No regular items. NON-ACTION ITEMS 1. House bill 560. Deputy Chief Stanton presented a background on house bill 560 that was passed in the 2015 legislature and the effects of this bill on local and state law enforcement. Committee discussed these effects and possible ideas to address the burdens this bill has caused. Staff will report back to committee on this item at next month’s meeting. 2. Indigent Funds. Deputy Chief Stanton and Monica Garcia presented information on charges being access to the City by the hospital on prisoners being treated or checked at medical facilities prior to incarceration. Committee discussed this item and staff will be setting up meetings with hospital to discuss this issue in greater detail. 3. Correction Fees. Ms. Garcia discussed fee’s being charged to City by Chaves County detention center. Deputy Chief Stanton discussed the incarceration as a result of a interpretation by the New Mexico Supreme Court requiring incarceration and the effects this interpretation is having on local law enforcement. Staff will continue to gather information and monitor this and possible effects to the budget. ADJOURN The meeting adjourned at 5:14 p.m.
