Regular Meeting of the Public Safety Committee
Held in the Conference Room at City Hall
September 6, 2017
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through
10-15-4 NMSA 1978 and Resolution 16-69.
ROLL CALL
The meeting convened at 4:00 p.m. with Chair Sandoval presiding and Councilors Foster
and Mackey being present. Councilor Sanchez absence.
Staff present: Mike Mathews, Devin Graham, Phil Smith, Karen Sanders, Michael
Stanton, Monica Garcia,
Guest present: Larry Connelly, Sheriff Britt Snyder
APPROVAL OF AGENDA and MINUTES
Councilor Mackey moved to approve the September 6, 2017 regular Public Safety
Committee meeting agenda as presented and the minutes from the August 2, 2017 Public
Safety Committee meeting. Councilor Foster was the second. A voice vote was
unanimous and the motion passed.
REGULAR ITEMS
1. Mike Mathews presented Resolution 17-44 for consideration to take to full council.
Resolution 17-44 seeks support in amending HB560 (Forfeiture Act).Sheriff
Snyder and Chief Smith spoke to the need to amend HB560 and support SB202
that was introduced in 2017 that would have amended HB560 and addressed
many of the concerns affecting law enforcement in New Mexico. Councilor Mackey
made a motion to send to full council Resolution 17-44. Councilor Foster Second
motion. Voice vote was unanimous 3-0 with councilor Sanchez being absence.
NON-ACTION ITEMS
1. Indigent Funds-Mike Mathews and Monica Garcia presented an overview of
meeting with the CEO of ENMMC. Staff did meet with the CEO of ENMMC to
discuss indigent funding, it was decided that the CEO would obtain contracts from
other providers and Municipalities to review and at this time a meeting would be
set up with the City, County and ENMMC to discuss and review. Also will look into
possible use of video evaluations for some cases instead of transporting to
hospital. We will report back to committee further information on this issue once
meetings have been completed
