Regular Meeting of the Public Safety Committee Held in the Conference Room at City Hall April 18, 2018 Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4 NMSA 1978 and Resolution 17-49. ROLL CALL The meeting convened at 4:00 p.m. with Chair Best presiding and Councilors Moore, Councilor Foster and Councilor Henderson being present. Staff present: Mike Mathews, Chief Devin Graham, Chief Phil Smith, Emergency Manager Karen Sanders, Bill Bartlett, Danny Renshaw and City Manager Joe Neeb. Guest present: Larry Connelly APPROVAL OF AGENDA and MINUTES 1. Councilor Henderson moved to approve the April 18, 2018 regular Public Safety Committee meeting agenda as presented, Councilor Moore was the second. A voice vote was unanimous and the motion passed 4-0. Councilor Foster moved to approve the minutes from the January 17, 2018 public safety meeting as presented. Councilor Henderson was the second. A voice vote was unanimous and the motion passed 4-0. REGULAR ITEMS 2. Approval of Fleet Plan – Mike Mathews and Danny Renshaw presented the City of Roswell fleet replacement plan. Each councilor ask questions pertaining to replacement of vehicles, funding the replacement of vehicles and questioned some verbiage with some minor changes in the document such as annual reports completed by March each year and adding extended warranty may be purchased on used vehicles and removing word desires on page 6. Councilor Henderson moved to send to city council as presented the City of Roswell fleet replacement plan. Councilor Foster was the second. A voice vote was taken and the motion passed 4-0. NON-ACTION ITEMS 3. Discussion on possible future resolution pertaining to nuisance call – Staff facilitated a discussion on nuisance calls that affect the police department, code enforcement, animal control and fire department. City Attorney Aaron Holloman discussed some of the issues being considered and staff will continue to work on this document. 4. Police Report – Chief Smith presented the police monthly report to the committee and also discussed some of the programs in place and future programs. Committee discussed some of these programs. Committee also received the police department strategic plan and had some discussion. 5. Fire Department Report – Chief Graham handed out the 5 year strategic plan for the fire department and discussed the department moving forward. Some discussion was had on the fire department assuming the role of the ambulance service. 6. Emergency Management report – Emergency Manager Karen Sanders presented the emergency Managers report on activities that have taken place and future training and grants. 7. Code Enforcement Report – Supervisor Bill Bartlett presented the code enforcement report along with discussion of the clean and safe program. Mike Mathews advised the committee that we was losing our electrical inspector to another job and that the State Electrical inspector would be picking up all electrical inspections in Roswell until a new inspector is hired. Information 8. Mayor Kintigh thanked the committee for their willingness to serve on this very important committee and ask them to consider some topics going forward. The ambulance service, traffic calming, animal control and Dispatch. 9. Next meeting May 16, 2018 @ 4pm City Hall Conference room. ADJOURN The meeting adjourned at 6:06 p.m.
