Regular Meeting of the Public Safety Committee
Held in the Conference Room at City Hall
September 17, 2019 @ 4:30 p.m.
Notice of this meeting was given to the public in compliance with Section 10-15-1 through 10-
15-4 NMSA 1978 and Resolution 19-37.
ROLL CALL
The meeting convened at 4:30 p.m. with Chair Best presiding, Councilor Moore
participated phone, Councilor Foster and Councilor Henderson absent. No

Staff present: Mike Mathews Deputy City Manager, Parker Patterson Deputy City
Attorney, Mike Taylor Police Captain, Chief Phil Smith, Deputy Chief Mike Stanton,
Chief Devin Graham, Joseph Pacheco Animal Control Supervisor, Megan Telles
kennel manager.
Guest present: Anna Edwards, Sammye Leflar, Alex Ross RDR, Larry Connelly
Rhonda Wilkes and Dan Wilkes .

Guest present: Jayne Sage, Barbara Bruin, Melody Novak, Anna Edwards, Sammye

APPROVAL AGENDA
Councilor Moore motioned to approve the agenda of the August 29, 2019 Public
Safety Committee meeting. Councilor Foster was the second, with a voice vote 3-
0 the motion passed with Councilor Henderson being absent.
APPROVAL OF MINUTES
1. Councilor Moore motioned to approve the minutes of the July 23, 2019,
Public Safety Committee meeting. Councilor Foster was the second, with a
voice vote 3-0 the motion passed with Councilor Henderson being absent.
REGULAR ITEMS
2. Public Safety Capital Projects - Mr. Mathews presented the Department
priority list for public safety departments. Several projects were
recommended from these departments to be placed on the ICIP list for full
council consideration. Councilor Foster motioned to approve department
recommendations of projects to be placed on ICIP list for council
consideration. Councilor Moore was the second, with a voice vote 3-0 the
motion passed with Councilor Henderson being absent.
3. Animal Control new ordinance discussion – Committee, Staff and public
present, reviewed and discussed possible changes to section 4 of city code.
The committee reviewed page by page all sections of this code with
discussion from the public and staff. Staff will present at next meeting an
updated version of section 4 of city codes for the committee to review. No
action was taken.
4. Animal Control Fines and Fee’s discussion - Staff presented current fee
structure and proposed fees for the committee to review. After discussion
Mr. Mathews recommended that staff and committee take some time to
review and have further discussion and the next meeting. Councilor Moore
motioned to table this discussion until the next meeting. Councilor Foster
was the second, with a voice vote 3-0 the motion passed with Councilor
Henderson being absent.
NON-ACTION ITEMS
5. Wills for Heroes event – Deputy City Attorney Parker Patterson presented
Wills for Heroes event scheduled for October 12, 2019 at the Roswell Police
Department. This event is sponsored by the State Bar of New Mexico Young
Lawyers Division and Paralegal Division. Attorneys will be providing first
responders with free wills, Healthcare/financial powers of attorney, and
advanced medical directives.
