Regular Meeting of the Public Safety Committee Held in the Conference Room at City Hall October 15, 2019 @ 4:30 p.m. Notice of this meeting was given to the public in compliance with Section 10-15-1 through 10- 15-4 NMSA 1978 and Resolution 19-37. ROLL CALL The meeting convened at 4:30 p.m. with Chair Best presiding, Councilor Moore, Councilor Foster and Councilor Henderson present Staff present: Mike Mathews Deputy City Manager, Parker Patterson Deputy City Attorney, Mike Taylor Police Captain, Chief Phil Smith, Deputy Chief Mike Stanton, Joseph Pacheco Animal Control Supervisor, Megan Telles Kennel Manager, Karen Sanders Emergency Manager Guest present: Melody Novak, Sammye Leflar, James D. Johnson, Abby Hess, Rhonda Wilkes, and Dan Wilkes. APPROVAL AGENDA Councilor Henderson motioned to approve the agenda of the October 15, 2019 Public Safety Committee meeting. Councilor Moore was the second, with a voice vote 4-0 the motion passed. APPROVAL OF MINUTES 1. Councilor Henderson motioned to approve the minutes of the August 29, 2019, Public Safety Committee meeting and the September 17, 2019, Public Safety Meeting. Councilor Moore was the second, with a voice vote 4-0 the motion passed. REGULAR ITEMS 2. Animal Control new ordinance discussion – Committee, Staff and public present, reviewed and discussed possible changes to section 4 of city code. The committee reviewed sections of this code with discussion from the  public and staff. Staff will present at next meeting an updated version of section 4 of city codes for the committee to review. No action was taken. 3. Animal Control Fines and Fee’s discussion - Staff presented current fee structure and proposed fees for the committee to review. Discussion by all present and staff will provide a updated version at next meeting for discussion and consideration. No action was taken. Note: Councilor Henderson left meeting at 5:32 p.m. NON-ACTION ITEMS 4. None Information 5. Next meeting will be November 19, 2019 at City Hall conference room. 6. Mr. Mathews let committee members know that the condemnation resolution will start coming through this committee starting next month. 7. Mr. Mathews let committee members know about a possible funding request going through Finance in November to fund the completion of the communications project for Police and Fire departments.
