Public Safety Committee Meeting Held at Roswell Convention Center Tuesday July 14, 2020, at 4:30 p.m. The meeting convened at 4:30 p.m. with Councilor Jeanine Best presiding, Councilor Savino Sanchez and Councilor Judy Stubbs present; Councilor Angela Moore arrived at 4:32 p.m. Staff Present: Mike Mathews Deputy City Manager, Jill Pollock RFD, Karen Sanders Emergency Manager, Bill Morris Community Development, Bill Bartlett Code Enforcement, Chief Phil Smith RPD, Chief Matt Stuart RFD, Chief Devin Graham RFD, Teri Best PVRCC, Todd Verciglio City Planning, Jim Burress Parks Department, Merideth Hildreth City Planning, and Mark Bleth Airport. AGENDA APPROVAL Councilor Stubbs motioned to approve the agenda. Councilor Sanchez was the second. A voice vote was unanimous, and the motion passed. APPROVAL OF MINUTES Councilor Stubbs motioned to approve minutes from the June 16, 2020 Public Safety Meeting. Councilor Moore was the second. A voice vote was unanimous, and the motion passed. REGULAR ITEMS 3. Consideration of Award ITB-21-001: Chief Graham presented the recommendation of Award ITB-21-001 Protective Jacket and Pants for Structural Fire Fighting. Councilor Stubbs motioned to send the consideration of Award ITB-21-001 to full council on consent agenda, as presented. Councilor Sanchez was second. A voice vote was unanimous, and the motion passed. 4. Condemnation Resolution 20-XX: Councilor Moore motioned to send Resolution 20-XX to the full council on consent agenda, as presented. Councilor Stubbs was second. After brief discussion a voice vote was unanimous, and the motion passed. 5. Amendments to Chapter 16 (Nuisances) of the city code: Mr. Morris presented possible changes to Chapter 16 of the city code from the last meeting and discussed these changes. Committee reviewed each page and discussed further changes to be presented at the August 18th Public Safety Meeting. Further discussion will take place at the August meeting. No action was taken. 6. Consideration of Resolution 20-38 Chronic Nuisance Premises: Councilor Stubbs motioned to send Resolution 20-38 to the regular agenda, as presented. Councilor Sanchez was second. After a discussion and verbiage amendments, a voice vote was unanimous and the motion passed. NON-ACTION ITEMS 7. Chief Phil Smith of the Roswell Police department spoke about the new SB8 Mandate, which requires all New Mexico Law Enforcement to wear a body camera when interacting with the public. Chief Smith stated the RPD has had this policy in place for some time and funds were already allocated in the operating budget. RPD is working with the city’s IT department to be able to store their own camera data, which will significantly lower the cost of data storage once it is up and running. 8. Bill Morris gave a power point presentation regarding the conceptual ideas of a new Housing Development Program. He stated the program will assist in the creation of new housing units inside the city and significantly modify the building code fees and permitting process. INFORMATION 9. Department Updates: Dispatch – Councilor Jeanine Best asked Teri Best, Dispatch manager about the lack of PVRCC meetings. Teri Best stated the last meeting was in March. Councilor Best asked that it go on record that the Sheriff’s department is in control of the PVRCC meetings and agendas. Councilor Best stated that the Sheriff’s department is not communicating with the city manager to schedule these meeting and currently the PVRCC is non- compliant with meetings. Mike Matthews stated he had received an email that the next meeting would be in August. Animal Control – Jim Burress stated Animal Control has been working on creating new relationships with rescue facilities and utilizing social media more which will greatly benefit the animals. A new cage has been placed in the back of one of the department trucks and the rest are being designed. A rescue facility has donated the funds to purchase more fencing to build a play area for the dogs to exercise in. 10. Next meeting will be August 18, 2020 CHAIR ANNOUNCEMENT/REPORTS 9. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency Management and Animal Control departments can be found in the Public Safety Packet. ADJOURNMENT The meeting adjourned at 6:13 p.m.
