Public Safety Committee Meeting Held at Roswell Convention Center Tuesday August 18, 2020, at 4:30 p.m. The meeting convened at 4:30 p.m. with Councilor Jeanine Best presiding, Councilors Sanchez and Stubbs present and Councilor Moore participating via GoToMeeting. Staff Present: Mike Mathews, Deputy City Manager; Jill Pollock, RFD; Karen Sanders, Emergency Services Manager; Bill Morris, Community Development; Bill Bartlett, Code Enforcement; Phil Smith, Chief RPD; Matt Miller, Chief RPD; Kim Northcutt, Captain RPD; Mike Taylor, Captain RPD, and Parker Patterson, City Attorney. AGENDA APPROVAL Councilor Moore motioned to approve the agenda via participation on GoToMeeting. Councilor Stubbs was the second. A voice vote was unanimous, and the motion passed with Councilor Moore participating via GoToMeeting. APPROVAL OF MINUTES Councilor Stubbs motioned to approve minutes from the July 14, 2020 Public Safety Meeting with the following change to the minutes for item 6 Resolution 20-38 Chronic Nuisances: remove the word consent and add the word regular. Councilor Moore was the second via participation on GoToMeeting. A voice vote was unanimous, and the motion passed with Councilor Moore participating via GoToMeeting. REGULAR ITEMS 3. Condemnation Resolution 20-XX: Councilor Stubbs motioned to send Resolution 20-XX to the full council on the consent agenda, as presented. Councilor Sanchez was second. A voice vote was unanimous, and the motion passed with Councilor Moore participating via GoToMeeting 4. Amendments to Chapter 16 (Nuisances) of the city code: Mr. Morris presented changes to Chapter 16 of the city code. The Committee reviewed the change in each section. Councilor Stubbs made a motion for approval for a public hearing and to approve the ordinance revising Chapter 16-8 of city code, and send to City Council after review by the Legal Committee to include in 16-8 ‘incurred by the city’, section 16-8 ‘the income to go to code inforcement and 16-36 to remove number 1. Councilor Sanchez was the second. A voice vote of 3 to 1 with Councilor Moore voting no. The motion passed with Councilor Moore participating via GoToMeeting. NON-ACTION ITEMS None INFORMATION 5. Department Updates: None 6. Next meeting will be September 15, 2020 CHAIR ANNOUNCEMENT/REPORTS 7. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency Management and Animal Control departments are located in the Public Safety agenda packet. ADJOURNMENT The meeting adjourned at 5:11 p.m.
