Public Safety Committee Meeting
Held at Roswell Convention Center
Tuesday September 15, 2020, at 4:30 p.m.
The meeting convened at 4:30 p.m. with Councilor Jeanine Best presiding, Councilors
Moore and Stubbs present and Councilor Sanchez being absent.
Staff Present: Mike Mathews, Deputy City Manager; Jill Pollock, RFD; Karen Sanders,
Emergency Services Manager; Bill Morris, Community Development; Bill Bartlett, Code
Enforcement; Matt Miller, Chief RPD; Alison Herring, PVRCC; and Parker Patterson,
City Attorney.
AGENDA APPROVAL
1. Councilor Stubbs motioned to approve the agenda. Councilor Moore was the
second. A voice vote was unanimous, and the motion passed with Councilor Sanchez
being absent.
APPROVAL OF MINUTES
2. Councilor Stubbs motioned to approve minutes from the August 18, 2020 Public
Safety Meeting with the following change to the minutes for item 4 Amendment to
Chapter 16 Chronic Nuisances: remove the word ordinance and add the words Code
Enforcement. Councilor Moore was the second. A voice vote was unanimous, and the
motion passed with Councilor Sanchez being absent.
REGULAR ITEMS
3. Condemnation Resolution 20-XX: Councilor Moore motioned to send Resolution
20-XX to the full council on the consent agenda, as presented. Councilor Stubbs was
second.
FOR THE RECORD: Bill Morris – for all these properties all the owners have properly
been notified, or have attempted to notify.
A voice vote was unanimous, and the motion passed with Councilor Sanchez being
absent.
4. Public Safety Committee meeting dates for 2021: Mike Mathews presented
dates for the 2021 Public Safety Committee meetings. No changes were recommended
by committee members. Public Safety Committee meetings, in 2021, will continue to be
held at 4:30pm the Tuesday after the City Council Meeting. Councilor Stubbs motioned
to approve the dates. Councilor Moore was the second. A voice vote was unanimous,
and the motion passed with Councilor Sanchez being absent.
NON-ACTION ITEMS
5. Review the 2020 DOJ Edward Byrne Justice Assistance Grant Application:
Parker Patterson presented the 2020 DOJ Edward Byrne Justice Assistance Grant
Packet. Upon review there were no questions.

7. Next meeting will be October 13, 2020
CHAIR ANNOUNCEMENT/REPORTS
8. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency
Management and Animal Control departments are located in the Public Safety agenda
packet.
