Public Safety Committee Meeting Held at Roswell Convention Center Tuesday, April 13, 2021, at 4:30 p.m. Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4, NMSA 1978 and Resolution 21-7. The meeting convened at 4:30 p.m. with Councilor Jeanine Best presiding, Councilor Judy Stubbs, Councilor Angela Moore, and Councilor Savino Sanchez present. Staff Present: Mike Mathews, Deputy City Manager; Jill Pollock, RFD; Karen Sanders, Emergency Services Manager; Matt Miller, Chief RFD; Bill Bartlett, Code Enforcement; Teri Best, PVRCC; Parker Patterson, City of Roswell; Joe Smith, RPD; Chris Bradlem, RPD; Michael Stanton, Deputy Chief RPD and Kevin Maevers, COR Community Development. AGENDA APPROVAL 1. Councilor Moore moved to approve the agenda. Councilor Stubbs was the second. A voice vote was unanimous, and the motion passed. APPROVAL OF MINUTES 2. Councilor Stubbs moved to approve minutes from the March 16, 2021 Public Safety Meeting. Councilor Sanchez was the second. A voice vote was unanimous, and the motion passed. REGULAR ITEMS 3. Condemnation Resolution 20-XX: Councilor Moore moved to send Resolution 20-XX to the full council on the consent agenda, as presented. Councilor Stubbs was the second. A voice vote was unanimous, and the motion passed. 4. Amendments to Chapter 8 of the City Code: Councilor Moore moved to send Chapter 8 of the Roswell City Code to Full Council to advertise for public hearing. Councilor Stubbs was the second. A voice vote was unanimous, and the motion passed. 5. Amendments to Chapter 16 of the City Code: Councilor Stubbs moved to send Chapter 16 of the Roswell City Code to Full Council to advertise for public hearing. Councilor Moore was the second. A voice vote was unanimous, and the motion passed. 6. Resolution of support for Roswell Police Department Academy: Councilor Stubbs moved to send the resolution to support the Roswell Police Department Academy to Full Council, with a few word changes. Councilor Sanchez was the second. A voice vote was unanimous, and the motion passed. 7. Taser 7 purchase for the Roswell Police Department: Councilor Moore moved to send approval for the Taser 7 purchase for the Roswell Police Department to Full Council. Councilor Stubbs was the second. A voice vote was unanimous, and the motion passed. NON-ACTION ITEMS 8. Discussion on House Bill 2 Cannabis Bill: Mike Matthews opened the discussion regarding House Bill 2 Cannabis Bill. Parker Patterson and Kevin Maevers also spoke about the new bill. Review of the bill and how it will affect the City of Roswell is being conducted and will be ongoing. INFORMATION 6. Department Updates: No department updates were given. There were no questions from the Councilors. 7. Next meeting will be May 18, 2021 CHAIR ANNOUNCEMENT/REPORTS 8. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency Management and Animal Control departments are located in the Public Safety agenda packet. ADJOURNMENT The meeting adjourned at 5:08 p.m.
