Public Safety Committee Meeting Held at Roswell Convention Center Tuesday, March 16, 2021, at 4:30 p.m. Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4, NMSA 1978 and Resolution 21-7. The meeting convened at 4:30 p.m. with Councilor Jeanine Best presiding, Councilor Judy Stubbs, Councilor Angela Moore, and Councilor Savino Sanchez present. Councilor Savino Sanchez left the meeting at 5:35pm. Staff Present: Mike Mathews, Deputy City Manager; Jill Pollock, RFD; Karen Sanders, Emergency Services Manager; Matt Miller, Chief RFD; Bill Bartlett, Code Enforcement; Teri Best, PVRCC; Louis Najar, City Engineer; Jason Perry, City Councilor; and Phil Smith, Chief RPD. AGENDA APPROVAL 1. Councilor Stubbs moved to approve the agenda. Councilor Moore was the second. A voice vote was unanimous, and the motion passed. APPROVAL OF MINUTES 2. Councilor Moore moved to approve minutes from the February 16, 2021 Public Safety Meeting. Councilor Stubbs was the second. A voice vote was unanimous, and the motion passed. REGULAR ITEMS 3. Teri Best gave a video presentation of new dispatch software called Priority Dispatch. Councilor Moore moved to send the new dispatch software to full council pending state approval for a Sole Source Vendor. Councilor Stubbs was the second. A voice vote was unanimous and the motion passed. 3. Louis Najar, City Engineer gave an update of traffic concerns on Wyoming & Alameda. He stated a new Type III barricade has been set at the T-intersection west bound lane of Alameda at Wyoming. Radar has also been set up in the North bound lane of S. Wyoming. Data continues to be collected and information is being shared with the Roswell Police Department. 4. Condemnation Resolution 20-XX: Councilor Stubbs moved to send Resolution 20-XX to the full council on the consent agenda, as presented. Councilor Sanchez was the second. A voice vote was unanimous, and the motion passed. 5. Amendment to Chapter 8 (Nuisances) of the city code: Mr. Bartlett and Mr. Mathews presented changes to Chapter 8 of the city code. The Committee reviewed the current changes and made final changes to the document. A clean and redline copy will be given out at the April 13, 2021 meeting. 6. Final Redline Version of Chapter 16 of the city code: Mr. Bartlett and Mr. Mathews presented changes to Chapter 16 of the city code. The Committee reviewed the current changes and made final changes to the document. A clean and redline copy will be given out at the April 13, 2021 meeting. NON-ACTION ITEMS INFORMATION 6. Department Updates: No department updates were given. There were no questions from the Councilors. 7. Next meeting will be April 13, 2021 CHAIR ANNOUNCEMENT/REPORTS 8.
