Public Safety Committee Meeting
Held at Roswell City Hall Large Conference Room
Tuesday, October 19, at 4:30 p.m.
Notice of this meeting was given to the public in compliance with Sections 10-15-1
through 10-15-4, NMSA 1978 and Resolution 21-7.
The meeting convened at 4:30 p.m. with Councilor Jeanine Best presiding, Councilor
Judy Stubbs, and Councilor Savino Sanchez, present. Councilor Angela Moore
participating via Go-To Meeting.
Staff Present: Mike Mathews, Deputy City Manager; Jill Pollock; Matt Miller, Chief RFD;
Phil Smith, Chief RPD; Jared Olive, Fire Marshal RFD; Toby Franco, Code
Enforcement; Jim Burres, COR; Teri Best, PVRCC; Nicole Roger, Animal Control;
Karen Sanders, Emergency Management; Jeff Bechtel, IT Director; and Becky Hicks,
Transit Director.
AGENDA APPROVAL
1. Councilor Stubbs moved to approve the agenda as presented. Councilor
Sanchez was the second. A voice vote was unanimous, and the motion passed with
Councilor Moore participating via Go-To Meeting.
APPROVAL OF MINUTES
2. Councilor Stubbs moved to approve minutes, as presented, from the September
14, 2021 Public Safety Meeting. Councilor Sanchez was the second. A voice vote was
unanimous, and the motion passed with Councilor Moore participating via Go-To
Meeting.
REGULAR ITEMS
3. Condemnation Resolution 20-XX: Councilor Moore moved to send Resolution
20-XX, containing 6 properties to the full council on the consent agenda, as presented,
with a recommendation to approve. Councilor Stubbs was the second. A voice vote was
unanimous, and the motion passed with Councilor Moore participating via G0-To
Meeting.
4. Resolution 21-XX Resolution of support: Councilor Stubbs moved to send
Resolution 21-XX, a resolution supporting the reclassification of 911 tele-
communicators of the Pecos Valley Regional Communications Center as first
responders, to full council. Councilor Sanchez was the second. A voice vote was
unanimous, and the motion passed with Councilor Moore participating via Go-To
Meeting.
5. Consider RFP—007 Fire Apparatus Preventative Maintenance and Repair
Service: Councilor Stubbs moved to send RFP-007 with the scope of work included to
full council. Councilor Moore was the second. A voice vote was unanimous, and the
motion passed with Councilor Moore participating via Go-To Meeting.
NON-ACTION ITEMS
6. Update on communications system project: Jeff Bechtel gave an update on the
communication project currently underway.
7. Update on emergency management: Karen Sanders gave an update on the
current activities, projects and trainings taking place in Emergency Management.
INFORMATION
9. Department Updates: No department updates were given. There were no
questions from the Councilors.
CHAIR ANNOUNCEMENT/REPORTS
10. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency
Management and Animal Control departments are located in the Public Safety agenda
packet.
11. Next meeting will be November 16, 2021
