Public Safety Committee Meeting
Held at Roswell City Hall Large Conference Room
Tuesday, February 15, 2022 at 4:30 p.m.
Notice of this meeting was given to the public in compliance with Sections 10-15-1
through 10-15-4, NMSA 1978 and Resolution 21-7.
The meeting convened at 4:30 p.m. with Councilor Jeanine Best presiding, Councilor
Angela Moore, and Councilor Savino Sanchez, present. Councilor Judy Stubbs absent.
Staff Present: Mike Mathews, Deputy City Manager; Jill Pollock; Matt Miller, Chief RFD;
Phil Smith, Chief RPD; Toby Franco, Code Enforcement; Teri Best, PVRCC; Karen
Sanders, Emergency Management; Nicole Rogers, Animal Control; Jeremy Kirkham,
Deputy Chief RFD; and Jim Burress, COR Parks Director.
AGENDA APPROVAL
1. Councilor Moore moved to approve the agenda as presented. Councilor Sanchez
was the second. A voice vote was unanimous, and the motion passed with Councilor
Stubbs being absent.
APPROVAL OF MINUTES
2. Councilor Moore moved to approve minutes, as presented, from the January 18,
2022 Public Safety Meeting. Councilor Sanchez was the second. A voice vote was
unanimous, and the motion passed with Councilor Stubbs being absent.
REGULAR ITEMS
3. Condemnation Resolution 21-XX: Councilor Moore moved to send Resolution
20-XX, containing 5 properties to the full council on the consent agenda, as presented,
with a recommendation to approve. Councilor Sanchez was the second. A voice vote
was unanimous, and the motion passed with Councilor Stubbs being absent.

For the Record: Councilor Judy Stubbs arrived at 4:37pm.
INFORMATION
4. Department Updates: Chief Phil Smith gave an update on the Roswell Police
Department. Crime numbers, staffing and salaries were covered in the update. Nicole
Rogers, Karen Sanders, and Teri Best gave brief department updates. Questions were
asked by the councilors and staff present. Mike Mathews introduced the new, RFD
Deputy Chief, Jeremy Kirkham.
CHAIR ANNOUNCEMENT/REPORTS
10. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency
Management and Animal Control departments are located in the Public Safety agenda
packet.
11. Next meeting will be March 15, 2022
