Public Safety Committee Meeting Held at Roswell City Hall Large Conference Room Tuesday, August 16, 2022 at 4:30 p.m. Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4, NMSA 1978 and Resolution 22-14. The meeting convened at 4:30 p.m. with Councilor Julianna Halvorson presiding, Councilor Jeanine Best, Councilor Sanchez present, Councilor Barry Foster, being absent. Staff Present: Mike Mathews, Deputy City Manager; Matt Miller, Chief RFD; Mike Taylor, Deputy Chief RPD; Albert Aldana, Deputy Chief RPD; Ryan Craine, RPD; Toby Franco, Code Enforcement; Teri Best, PVRCC; Karen Sanders, Emergency Management; Cristina Arnold, City Councilor; Gabe Han, City of Roswell; Jared Olive, RFD; Andrea Moore, RCC; Tim Jennings, Mayor; Terri Harber, RDR. AGENDA APPROVAL 1. Councilor Best moved to approve the agenda. Councilor Sanchez was the second. A voice vote was as follows: Councilor Halverson- yes, Councilor Best – yes, Councilor Sanchez – yes, and the motion passed 3-0 with Councilor Foster being absent. APPROVAL OF MINUTES 2. Councilor Best moved to approve the minutes as presented, from the July 19, 2022 Public Safety Committee Meeting. Councilor Sanchez was the second. A voice vote was as follows: Councilor Halverson – yes, Councilor Best – yes, Councilor Sanchez – yes, and the motion passed 3-0 with Councilor Foster being absent. Councilor Foster arrived at 4:35pm. REGULAR ITEMS 3. Condemnation Resolution 22-XX: Councilor Best moved to send Resolution 22-XX, containing two properties to the full council on the consent agenda, as presented, with a recommendation to approve. Councilor Sanchez was the second. A voice vote was as follows: Councilor Halverson - yes, Councilor Best – yes, Councilor Sanchez – yes, Councilor Foster – yes, and the motion passed 4-0. NON-ACTION ITEMS 4. Committee members had a discussion with members of the police department on activities and programs relating to school safety and recent juvenile crime. Councilor Arnold spoke on the upcoming meeting on crime, homelessness and mental health to be held at the Roswell Public Library on Thursday August 18th from 2-4 pm. INFORMATION 5. Department Updates: Monthly reports are included in council packet for your review and questions. CHAIR/ANNOUNCEMENTS/MONTHLY REPORTS 6. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency Management and Animal Control departments are located in the Public Safety Committee agenda packet. 7.
