Public Safety Committee Meeting
Held at Roswell City Hall Large Conference Room
Monday, November 21, 2022 at 4:30 p.m.
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4,
NMSA 1978 and Resolution 22-14.
The meeting convened at 4:30 p.m. with Councilor Julianna Halvorson presiding, Councilor Jeanine Best,
Councilor Sanchez, and with Councilor Barry Foster being absent.
Staff Present: Mike Mathews, Deputy City Manager; Matt Miller, Chief RFD; Phil Smith, Chief RPD; Toby
Franco, Code Enforcement; Alison Herring, PVRCC; Karen Sanders, Emergency Management; Nicole
Rogers, Animal Control; Cristina Arnold, City Councilor; Jared Olive, RFD; Terri Harber, RDR; Rebecca
Melton; Kevin Maevers, Community Development, Louis Najar, City Engineer and Hess Yntema, City
Attorney.
AGENDA APPROVAL
1. Councilor Best moved to approve the agenda. Councilor Sanchez was the second. A voice vote
was as follows: Councilor Halvorson- yes, Councilor Best – yes, Councilor Sanchez – yes, the motion
passed 3-0 with Councilor Foster being absent.
APPROVAL OF MINUTES
2. Councilor Best moved to approve the minutes as presented, from the October 18, 2022 Public
Safety Committee Meeting. Councilor Sanchez was the second. A voice vote was as follows: Councilor
Halvorson – yes, Councilor Best – yes, Councilor Sanchez – yes, the motion passed 3-0 with Councilor
Foster being absent.
REGULAR ITEMS
3. Condemnation Resolution 22-XX: Councilor Best moved to send Resolution 22-XX, to the full
council on the consent agenda, as presented, with a recommendation to approve. Councilor Sanchez
was the second. A voice vote was as follows: Councilor Halvorson - yes, Councilor Best – yes, Councilor
Sanchez – yes, the motion passed 3-0 with Councilor Foster being absent.
NON-ACTION ITEMS
4. Traffic Study Results at 19th & Garden – City Engineer presented the results of the traffic study
done at 19th & Garden. After discussion, City Engineer is planning to install rumble strips on the road at
the approach to 19th & Garden.
5. Discussion of condemnation process – City Attorney will be working with community
development on possible alternatives to demolition, and will be presenting other options to this process
for consideration at the next Public Safety Meeting.
CHAIR/ANNOUNCEMENTS/MONTHLY REPORTS
6. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency Management and Animal
Control departments are located in the Public Safety Committee agenda packet.
