Public Safety Committee Meeting Held at Roswell City Hall Large Conference Room Tuesday, October 18, 2022 at 4:30 p.m. Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4, NMSA 1978 and Resolution 22-14. The meeting convened at 4:30 p.m. with Councilor Julianna Halvorson presiding, Councilor Jeanine Best, Councilor Sanchez and Councilor Barry Foster, being present. Staff Present: Mike Mathews, Deputy City Manager; Matt Miller, Chief RFD; Mike Taylor, Deputy Chief RPD; Toby Franco, Code Enforcement; Alison Herring, PVRCC; Karen Sanders, Emergency Management; Jim Burress, Special Services; Cristina Arnold, City Councilor; Jared Olive, RFD; Andrea Moore, RCC; Terri Harber, RDR. AGENDA APPROVAL 1. Councilor Foster moved to approve the agenda. Councilor Best was the second. A voice vote was as follows: Councilor Halvorson- yes, Councilor Best – yes, Councilor Sanchez – yes, and Councilor Foster – yes, the motion passed 4-0. APPROVAL OF MINUTES 2. Councilor Foster moved to approve the minutes as presented, from the August 16, 2022 and September 13, 2022 Public Safety Committee Meeting. Councilor Best was the second. A voice vote was as follows: Councilor Halvorson – yes, Councilor Best – yes, Councilor Sanchez – yes, and Councilor Foster –yes, the motion passed 4-0. REGULAR ITEMS 3. Condemnation Resolution 22-XX: Councilor Foster moved to send Resolution 22-XX, to the full council on the consent agenda, as presented, with a recommendation to approve. Councilor Best was the second. A voice vote was as follows: Councilor Halvorson - yes, Councilor Best – yes, Councilor Sanchez – yes, Councilor Foster – yes, and the motion passed 4-0. 4. Consider request for budget amendment for animal control, Mr. Neeb presented information to the committee to consider a funding request to hire additional staff at Roswell Animal Shelter to meet state statute in regards to caring for the number of animals housed at the shelter. $325,000 additional dollars is requested. Councilor Best moved to send to full council and Finance Committee to consider this request. Councilor Foster was second. A voice vote was as follows: Councilor Halvorson – yes, Councilor Best – yes, Councilor Sanchez – yes, and Councilor Foster – yes. NON-ACTION ITEMS 5. West Second Building Update – Deputy Chief Mike Taylor gave a brief update on the progress of the police department storage-building remodel. 6. Communications update – Jeff Bechtel with IT gave an update on the latest progress with the countywide communications system project. The project is nearing the final stages once completed engineers will come back in and complete a new coverage study. 7. AMR update – Kevin Prescott operations manager with AMR gave an update on the Roswell operation including staffing, training, calls for service and stations. INFORMATION Department Updates: Monthly reports are included in council packet for your review and questions. CHAIR/ANNOUNCEMENTS/MONTHLY REPORTS 8. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency Management and Animal Control departments are located in the Public Safety Committee agenda packet. 9. November meeting will be determined at a later date. PUBLIC PARTICIPATION None ADJOURNMENT The meeting adjourned at 5:15 p.m.
