Public Safety Committee Meeting
Held at Roswell City Hall Large Conference Room
Monday, January 17, 2023 at 4:30 p.m.
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4,
NMSA 1978 and Resolution 22-14.
The meeting convened at 4:30 p.m. with Councilor Julianna Halvorson presiding, Councilor Jeanine Best,
Councilor Sanchez, and Councilor Barry Foster being present.
Staff Present: Mike Mathews, Deputy City Manager; Matt Miller, Chief RFD; Phil Smith, Chief RPD; Toby
Franco, Code Enforcement; Alison Herring, PVRCC; Karen Sanders, Emergency Management; Cristina
Arnold, City Councilor; Terri Harber, RDR; Mike Taylor, Deputy Police Chief; Shantel Mairot, Animal
control and Hess Yntema, City Attorney.
AGENDA APPROVAL
1. Councilor Foster moved to approve the agenda. Councilor Best was the second. A voice vote
was as follows: Councilor Halvorson- yes, Councilor Best – yes, Councilor Sanchez – yes, and Councilor
Foster- yes, the motion passed 4-0.
APPROVAL OF MINUTES
2. Councilor Foster moved to approve the minutes as presented, from the November 21, 2022
Public Safety Committee Meeting. Councilor Best was the second. A voice vote was as follows: Councilor
Halvorson – yes, Councilor Best – yes, Councilor Sanchez – yes, and Councilor Foster- yes, the motion
passed 4-0.
REGULAR ITEMS
3. Condemnation Resolution 23-XX: Councilor Best moved to send Resolution 22-XX, to the full
council on the consent agenda, as presented, with a recommendation to approve. Councilor Foster was
the second. A voice vote was as follows: Councilor Halvorson - yes, Councilor Best – yes, Councilor
Sanchez – yes, and Councilor Foster- yes, the motion passed 4-0.
4. Consider contract and opportunity to participate in the live PD program. Chief Smith presented
information on the Live PD TV program that the city has been approached to participate in. Committee
did discuss and Councilor Best handed out some information she had on this program. Committee voted
3-1 to send to Legal Committee to review. A voice vote was as follows: Councilor Halvorson - yes,
Councilor Best – No, Councilor Sanchez – yes, and Councilor Foster- yes, the motion passed 3-1.

CHAIR/ANNOUNCEMENTS/MONTHLY REPORTS
6. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency Management and Animal
Control departments are located in the Public Safety Committee agenda packet.
