Public Safety Committee Meeting
Held at Roswell City Hall Large Conference Room
Monday, February 14, 2023 at 4:30 p.m.
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4,
NMSA 1978 and Resolution 23-01.
The meeting convened at 4:30 p.m. with Councilor Julianna Halvorson presiding, Councilor Jeanine Best,
Councilor Sanchez, and Councilor Barry Foster being present.
Staff Present: Mike Mathews, Deputy City Manager; Matt Miller, Chief RFD; Joe Smith, Captain RPD
Toby Franco, Code Enforcement; Alison Herring, PVRCC; Karen Sanders, Emergency Management; Terri
Harber, RDR; Mike Taylor, Deputy Police Chief; Shantel Mairot, Animal control and Hess Yntema, City
Attorney; Jill Pollock RFD.
AGENDA APPROVAL
1. Councilor Best moved to approve the agenda. Councilor Foster was the second. A voice vote
was as follows: Councilor Halvorson- yes, Councilor Best – yes, Councilor Sanchez – yes, and Councilor
Foster- yes, the motion passed 4-0.
APPROVAL OF MINUTES
2. Councilor Best moved to approve the minutes as presented, from the January 17, 2023 Public
Safety Committee Meeting. Councilor Foster was the second. A voice vote was as follows: Councilor
Halvorson – yes, Councilor Best – yes, Councilor Sanchez – yes, and Councilor Foster- yes, the motion
passed 4-0.
REGULAR ITEMS
3. Condemnation Resolution 23-XX: Councilor Foster moved to send Resolution 23-XX, to the full
council on the consent agenda, as presented, with a recommendation to approve. Councilor Best was
the second. A voice vote was as follows: Councilor Halvorson - yes, Councilor Best – yes, Councilor
Sanchez – yes, and Councilor Foster- yes, the motion passed 4-0.
4. Consider recommending to authorize to advertise for a public hearing to consider adopting
Ord.23-XX amending Chapter 4 of the Roswell City Code regarding animal welfare. Committee did
discuss proposed changes and had some questions and concerns, members are going to review
document and discuss at next meeting. No action taken on this item.
5. Consider recommending to approve an MOU between CASA and RPD regarding the use of a
Mobil Command Post. DC Taylor presented information on this MOU and committee members ask if
members of CASA would be present at the next council meeting to be recognized for this partnership.
Councilor Foster moved to send to legal committee and full council as a regular item on the agenda,
with a recommendation to approve MOU. Councilor Best was second. A voice vote was as follows:
Councilor Halvorson – yes, Councilor Best – yes, Councilor Sanchez – yes, and Councilor Foster – yes, the
motion passed 4-0.
6. Consider to ratify ITB-23-014 “repair water damage to fire station 4” and award to the only bid,
Custom Construction. Chief Miller explained this ITB and discussed this is insurance money provided to
do repairs for the damage caused by a water leak and the time line needed to be back in station. Work is
required to be completed by Feb 28th. Councilor Foster moved to send to full council to approve on the
consent agenda. Councilor Best was second. A voice vote was as follows: Councilor Halvorson – yes,
Councilor Best – yes, Councilor Sanchez – yes and councilor Foster – yes. The motion passed 4-0.
NON-ACTION ITEMS
5. Brian Wood, Director ILEA – Mr. Wood was introduced as the new director of ILEA in Roswell,
Mr. Wood discussed with the committee the upcoming schedule of classes for 2023, also discussed the
impacts ILEA has on the community along with local law enforcement partnerships. Mr. Wood asked if
he could present a short presentation to the full council at the April meeting, which would be prior to
the start of the first class starting in May. Mr. Mathews will work with the Mayor on scheduling.
CHAIR/ANNOUNCEMENTS/MONTHLY REPORTS
6. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency Management and Animal
Control departments are located in the Public Safety Committee agenda packet.
