Public Safety Committee Meeting
Held at Roswell City Hall Large Conference Room
Monday, October 17, 2023 at 4:30 p.m.
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4,
NMSA 1978 and Resolution 23-40.
The meeting convened at 4:30 p.m. with Councilor Julianna Halvorson presiding, Councilor Jeanine Best,
Councilor Sanchez being present and Councilor Barry Foster being absent.
Staff Present: Mike Mathews, Deputy City Manager; Matt Miller, Chief RFD; Lance Bateman, Chief RPD;
Toby Franco, Code Enforcement; Karen Sanders, Emergency Management; Jared Olive, Fire Marshal;
Chad Cole, City Manager; Teri Best, PVRCC; Shantel Mairot; Animal Services; Nicole Wisneskie, Best
Friends .
Guest: Teri Harber, RDR; Grace Sanchez.
APPROVAL OF AGENDA
1. Councilor Best moved to approve the agenda. Councilor Sanchez was the second. A voice vote
was as follows: Councilor Halvorson- yes, Councilor Best – yes, Councilor Sanchez – yes, the motion
passed 3-0, with Councilor Foster being absent.
APPROVAL OF MINUTES
2. Councilor Best moved to approve the minutes as presented, from the August 15, 2023 Public
Safety Committee Meeting. Councilor Sanchez was the second. A voice vote was as follows: Councilor
Halvorson – yes, Councilor Best – yes, Councilor Sanchez – yes, the motion passed 3-0, with Councilor
Foster being absent.
REGULAR ITEMS
3. Condemnation Resolution 23-XX: Councilor Best moved to send Resolution 23-XX, to the full
council on the consent agenda, as presented. Councilor Sanchez was the second. A voice vote was as
follows: Councilor Halvorson - yes, Councilor Best – yes, Councilor Sanchez – yes, the motion passed 3-
0, with Councilor Foster being absent.
NON-ACTION ITEMS
4. Nicole Wisneskie gave an update of the work that has been done in the last month at animal
control.
INFORMATION
5. Department updates – Police, Fire, Emergency Management, Dispatch, Code Enforcement,
Animal Control - Each department gave a brief report on current activities.
CHAIR/ANNOUNCEMENTS/MONTHLY REPORTS
6. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency Management and Animal
Control departments are located in the Public Safety Committee agenda packet.
