Public Safety Committee Meeting
Held at City Hall Large Conference Room,
Tuesday November 14, 2023 at 4:30 p.m.
Notice of this meeting was given to the public in compliance with Section 10-15-4, NMSA 1978
and Resolution 23-40.
The meeting convened at 4:30 p.m. with Councilor Julianna Halvorson presiding, Councilor
Jeanine Corn Best, Councilor Savino Sanchez being present and Councilor Barry Foster being
absent.
Staff present: Mike Mathews, Deputy City Manager; Lance Bateman, Police Chief; Toby Franco,
Code Enforcement Supervisor; Chad Cole, City Manager; Teri Best, Pecos Valley Regional
Communication Center; Nicole Wisneskie, Animal Services/Best Friends, Amalia Martinez, City
Clerk, Della Andazola, Deputy City Clerk. .
Guests: Teri Harber, RDR; Jeneva Martinez
APPROVAL OF AGENDA
1. Councilor Best moved to approve the agenda. Councilor Sanchez was the second. A
voice vote was as follows: Councilor Halvorson – yes, Councilor Best – yes, Councilor
Sanchez – yes, the motion passed 3-0, with Councilor Foster being absent.
APPROVAL OF MINUTES
2. Councilor Best moved to approve the minutes as presented, from the October 17,2023
Public Safety Meeting. Councilor Sanchez was the second. A voice vote was as follows:
Councilor Halverson – yes, Councilor Best – yes, Councilor Sanchez – yes, the motion
passed 3-0, with Councilor Foster being absent.
REGULAR ITEMS
3. Condemnation Resolution 23-XX: Mr. Franco presented Resolution 23-XX for
consideration. Councilor Best Moved to send to full council on the consent agenda.
Councilor Sanchez was the second. A voice vote was as follows: Councilor Halverson –
yes, Councilor Best – yes, Councilor Sanchez – yes, the motion passed 3-0, with
Councilor Foster being absent.
4. RFP – 24-007 Scope of work for ALL-Hazards Emergency Operations Plan: Mr. Mathews
presented information on scope of work to update the All-Hazards Emergency
Operations Plan. Councilor Best moved to send to full council on the consent agenda. A
voice vote was as follows: Councilor Halvorson – yes, Councilor Best – yes, Councilor
Sanchez – yes, the motion passed 3-0, with Councilor Foster being absent.
NON-ACTION ITEMS
5. Nicole Wisneskie gave an update on operations at Animal Control, also handed out the
monthly report from Best Friends on operation for the month of October.
6. Chief Bateman gave the committee an update on the Real Time Crime Center he is
working on getting started. Planning a tour of the Hobbs eagle eye facility sometime in
December.
INFORMATION
7. Department Updates - Departments answered questions committee members with
current updates.
CHAIR ANNOUNCEMENTS/MONTHLY REPORTS
8. Monthly reports (Police, Fire, Emergency Management, Dispatch, Code Enforcement,
Animal Control) – Departments presented the committee with their reports and
answered any questions.
9. Next meeting will be December 19, 2023.
Public Participation
Jeneva Martinez, citizen, discussed porta-potties in the downtown area. Got two units
donated and Jim Burress and downtown crews will help keeping them clean.
