Public Safety Committee Meeting Held at City Hall Large Conference Room, Tuesday April 16, 2024 at 4:00 p.m. Notice of this meeting was given to the public in compliance with Section 10-15-4, NMSA 1978 and Resolution 24-02. The meeting convened at 4:00 p.m. with Councilor Julianna Halvorson presiding, Councilor Carlos Marrujo, Councilor Christina Arnold, Councilor Matthew Chappell, and Councilor Angela Moore being present. Staff present: Mike Mathews, Deputy City Manager; Lance Bateman, Police Chief; Mike Taylor, Deputy Police Chief; Toby Franco, Code Enforcement Supervisor; Jessica Vickers, Community Development Director; Chad Cole, City Manager; Alison Herring, Pecos Valley Regional Communication Center; Karen Sanders, Emergency Manager; Hayley McFaden, Emergency Management; Matt Miller, Fire Chief; Jessica Vickers, Amalia Martinez, City Clerk; Della Andazola, Deputy City Clerk; Ramon Villatoro, Animal Services; Hess Yntema, City Attorney. Guests: Rita Kane Doerhoefer, David De Los Santos, Abby Hess. APPROVAL OF AGENDA Councilor Arnold moved to approve the agenda. Councilor Chappell was the second. A voice vote was as follows: Councilor Halvorson – yes, Councilor Marrujo – yes, Councilor Arnold – yes, Councilor Chappell – yes, Councilor Moore - yes. The motion passed 5-0. APPROVAL OF MINUTES 1. Councilor Arnold moved to approve the minutes as presented, from the March 19, 2024 Public Safety Meeting. Councilor Chappell was the second. A voice vote was as follows: Councilor Halvorson – yes, Councilor Marrujo – yes, Councilor Arnold – yes, Councilor Chappell – yes, Councilor Moore - yes. The motion passed 5-0. REGULAR ITEMS 2. Noise Ordinance Complaint Form – Staff presented information on the Fix-it form that the city has on web page. Discussed how information is sent to the appropriate departments and department supervisors. No action taken on this item. NON-ACTION ITEMS  3. Massage Parlor Discussion item only – FBI Special Agent De Los Santos discussed issues with some massage parlors located in SE New Mexico and some options other communities have used to address illegal activities taking place at some locations. Legal department will look into some options that may not already be in the city codes. 4. Discussed proposed Ordinance 24-XX amending Chapter 4 Animals, of the Roswell City Code. Mr. Yntema presented proposed changes to chapter 4, staff and public discussed proposed changes. Legal department will make updates and provide at the next meeting.
